Collaboration Agreement to Resolve Regional Issues
Persol Business Process Design Co., Ltd., a member of the Persol Group, has recently entered into a comprehensive agreement with Nasu Town in Tochigi Prefecture, Japan. The purpose of this collaboration is to address various regional challenges while promoting a vision encapsulated by the motto, "Let’s work and smile."
Announcement of the Agreement
On November 27, 2025, a signing ceremony took place at the Nasu Town Hall, attended by key figures including Nasu Town Mayor Yukihiro Hirayama and Yoichi Ono, Executive Officer of Persol Business Process Design. The agreement emphasizes initiatives that utilize drone technology and digital methods for broader regional collaboration, aiming to create a sustainable community and attract a diverse population.
Background of the Initiatives
Nasu Town, in alignment with national policies such as the 'Self-sufficient Residential Area Initiative,' has been actively engaging with neighboring municipalities to resolve local issues. Since 2023, Persol has deployed employees in Nasu Town under the regional revitalization entrepreneur program. These efforts have included pilot projects using drones for deliveries in mountainous areas and investigating the utilization of vacant homes to foster local initiatives.
This agreement will further enhance public-private partnerships in accordance with the Cabinet Office’s 'Regional Revitalization 2.0' framework. By creating an extensive region that effectively utilizes resources and funding, the goal is to develop a sustainable model to resolve common challenges across multiple municipalities.
Goals of the Agreement
The comprehensive agreement seeks to strengthen existing collaborations and promote the following key initiatives:
1.
Creating a Population through Dual Residence Promotion - Encouraging residents' ties to both urban and rural areas.
2.
Building an Administrative Ecosystem - Enabling economic revitalization through broader coordination among public sectors.
3.
Showcasing Solutions for Regional and Social Challenges - Utilizing advanced technologies for problem-solving.
The collaboration will advance initiatives such as promoting dual residency in Nasu Town, developing specialists in drone technology, improving public infrastructure management efficiency, and driving digital transformation (DX) solutions.
Future Directions
Persol Business Process Design is also focusing on implementing appropriate labor mobility and social implementation of technology as one of its responses to social issues. The company recognizes that rural areas face challenges such as population outflow and aging populations, which necessitate joint efforts with local governments and businesses to address these problems. Solutions require cooperation beyond single municipalities, advocating for comprehensive partnerships among the public and private sectors.
Through the signing of this agreement with Nasu Town, Persol aims to spread community-driven initiatives on a wider scale, combining business process design and technology utilization to foster optimal working environments for a sustainable society.
Statements from Leadership
Yukihiro Hirayama, Mayor of Nasu Town
In response to national population trends, Nasu Town strives to invigorate community involvement and increase its resident population. The establishment of the 'National Public-Private Partnership Platform for Dual Residence Promotion’ aims to facilitate a lifestyle that encourages living in both urban and rural areas. Nasu Town will serve as a co-representative of this initiative, benefiting from the participation of Persol Business Process Design to enhance operational efficiency. The agreement fortifies collaboration, emphasizing sustainable urban development.
