NDC Partnership Introduces Groundbreaking Tool for Climate Investment Planning



In a significant move towards enhancing climate action, the NDC Partnership has officially launched the Climate Investment Planning and Mobilization Framework (CIPMF). This pioneering online tool aims to assist countries in unlocking and strategically directing climate financing, enabling them to meet their national climate commitments effectively. Developed with input from 115 countries, implementing partners, and both public and private financial institutions, this tool is designed to facilitate a smoother transition from planning to implementation for nations working on their climate commitments.

This obstacle has been compounded by recent shifts in the financial landscape, which have made capital even less accessible. As highlighted by Pablo Vieira, the global director of NDC Partnership, the complexity and fragmentation of the climate financing landscape create hurdles for countries aiming to utilize available resources efficiently. Vieira emphasizes the need for countries to prepare strategic engagements with financial institutions, which involves identifying gaps in national expertise, capacity, and planning concerning climate financing.

A Comprehensive Approach to Climate Investment



The CIPMF advocates for an all-government approach to climate financing. This means that ministries responsible for planning, finance, national development banks, and the private sector need to align efforts to enhance the quantity, quality, and impact of available financial resources. With NDC Partnership's support, countries can communicate their priorities and needs clearly to technical partners, financiers, and investors.

The need for support in climate financing is evident, as requests for assistance directed to the NDC Partnership are common. In fact, 90% of developing nations have sought some form of financial support from the coalition, underscoring the critical nature of this issue. In response to these needs, NDC Partnership and the Green Climate Fund (GCF) launched a working draft of the CIPMF during the COP28 conference in Dubai in 2023, bringing together various stakeholders, including public and private institutions and representatives from countries.

Six-Step Framework for Effective Planning



The online tool CIPMF is the first of its kind to provide a structured framework that outlines six key steps in planning climate investments and mobilizing resources. This framework offers flexible entry points for countries at different stages of financial planning. It empowers nations to identify their climate financing needs and gaps, develop financial strategies and project plans, and map out supportive entities and financing opportunities tailored to their national circumstances.

Moreover, the CIPMF integrates evidence-based decision-making to address the needs articulated by countries. This includes specialized resources that focus on specific thematic priorities, ensuring a comprehensive response to varying demands across different regions.
