Enhancing Disaster Response Skills at the University of Tokyo
In times of disaster, effective response hinges on two essential capabilities: making accurate decisions and the ability to convey those decisions clearly. At the Disaster Management Training Center (DMTC) of the University of Tokyo, participants can immerse themselves in two practical programs that foster these crucial skills.
Program Overview
The two core programs offered are designed to equip individuals with comprehensive expertise in disaster management:
1.
Emergency Operations Center (EOC) Training
This program simulates the management of an
Emergency Operations Center (EOC), the command center during a disaster. Trainees engage in real-world scenarios based on 47 different disaster management frameworks, experiencing the decision-making process from initial response to recovery. Participants learn to gather, analyze, and act on information amid chaos—skills that are vital on the ground.
Schedule:
- June 20, 2026, 9:00 AM – 6:30 PM
- August 18, 2026, 9:00 AM – 6:30 PM
- October 3, 2026, 9:00 AM – 6:30 PM
- December 11, 2026, 9:00 AM – 6:30 PM
- February 21, 2027, 9:00 AM – 6:30 PM
Capacity: 20 participants per session (first come, first served)
Key Features:
- Hands-on simulation exercises
- Mastering decision-making techniques
- Crisis management training certification (B-level)
2.
Risk Communication Management
This program focuses on essential skills for effective communication during emergencies. It addresses how to share information and build consensus among various stakeholders, including government agencies, businesses, and community members. Practical training will enhance their ability to communicate effectively, fostering trust and cooperation under pressure.
Schedule:
- May 25, 2026, 1:00 PM – 5:00 PM
- October 2, 2026, 1:00 PM – 5:00 PM
- December 25, 2026, 1:00 PM – 5:00 PM
Capacity: 20 participants per session (first come, first served)
Key Features:
- Mock press conferences and briefings training
- Enhanced dialogue and trust-building techniques
- Strategies for information dissemination in the social media age
Maximizing Field Competence with Two Programs
Participants can choose to enroll in either program independently, though combining both is highly encouraged for maximum benefit. In disaster scenarios, the dual competencies of making proper decisions and communicating them effectively are indispensable. If decisions aren't conveyed, they hold no value, and if communication is lacking due to poor decisions, the consequences can be dire.
By undertaking both programs, individuals will be thoroughly trained in making informed decisions and communicating them effectively, which are critical for operations during actual disasters. This integrated learning experience aims to cultivate expert personnel ready to perform effectively in high-pressure situations.
