This initiative aligns with the recent guidelines issued by Japan's Ministry of Internal Affairs and Communications, which clarified the conditions under which local government employees can pursue secondary employment. With the program set to launch in December 2025, Another Works is championing a new era of employment options for public servants.
Addressing Social Challenges
In June 2025, the Ministry provided technical advice regarding the dual employment of local public officials. This offered a more structured framework for secondary work, particularly in private sectors, which had previously been restricted. The guidelines emphasize the expectation that insights gained through secondary jobs will enhance their primary duties and improve public administration services. This reform is seen as a significant evolution in municipal human resource strategies, moving beyond mere deregulation.
Since its inception in May 2019, Another Works has been an advocate for the importance of diversified employment, allowing individuals to achieve multiple objectives like financial incentives, skill enhancement, and self-fulfillment.
