Shanghai's Journey to a Global Maritime Center



Shanghai is steadily advancing its ambitions to establish itself as an international maritime center, with concerted efforts aimed at narrowing the competitive distance to established hubs like Singapore and London. The recent North Bund Forum 2025, which convened maritime transport experts from around the world, has positioned Shanghai back in the spotlight, particularly regarding its high-end maritime service offerings and enhanced global connectivity.

Transformational Developments



Once an old dock area, the North Bund has evolved into the nexus of high-end maritime enterprises, showcasing a complete industrial chain for premium shipping services. By the end of 2024, the North Bund's maritime service group was home to over 4,600 related companies. Over recent years, the city has also fostered parallel development in both ad hoc and institutional arbitration in maritime law. In an exciting development, the International Legal Services Port opened at North Bund in May, uniting services and collaborating with local maritime arbitrators to create a robust ecosystem for shipping legal services.

Financial Services Growth



From a financial standpoint, the China Shipowners Mutual Assurance Association (CSA), the largest marine insurance provider in China, relocated to North Bund in 2017. Recent years have seen European shipping companies, including CMA CGM and Alberta Shipmanagement Ltd., joining the CSA, a testament to the growing influence of this association on the global shipping market. In July, the China Classification Society announced the launch of international ship inspection services based in Shanghai, thereby stepping up the city’s maritime operational capabilities.

Song Baoru, the head of the Shanghai Maritime University, articulated that the 14th Five-Year Plan (2021-2025) marks a paradigm shift from foundational enhancement to comprehensive development of Shanghai's international shipping center. Not only has this included fostering a conglomerate of high-value-added maritime services, but it has also led to the establishment of innovative cooperation mechanisms.

Expanding Global Connections



Thus far in the year, Shanghai has established sister port relationships with France's Haropa Port and has reinforced friendships with Los Angeles Port, accelerating bilateral collaboration with global partners. With the signing of the first memorandum of understanding between the International Maritime Organization and a local government, the CSA's membership in the International Chamber of Shipping (ICS) is a major step toward enhancing global maritime cooperation. The recent opening of an ICS representation office in Shanghai and additional partnerships with international ports underscore the city's commitment to an extensive maritime network.

As Shanghai continues its innovative efforts, the enhancement of international shipping services is anticipated to reach new heights driven by the integration of legal, financial, arbitration, and luxury maritime services. The city's relentless pursuit of a premier maritime center is set to not only transform the local economy but also redefine its role on the global maritime stage.

Through strategic investments, cooperative agreements, and a commitment to high-end service provision, Shanghai is well on its way to establishing itself as a formidable player in the international shipping arena.
