Launch of the Third Phase of S-Startups Initiative in Shibuya


Shibuya Startup Support has officially announced the commencement of applications for the third phase of its certification program called "S-Startups." This initiative is part of Shibuya's ongoing efforts to nurture startups, managed by the Shibuya Innovation Institute (SII). With a goal to create a conducive environment where startups can challenge themselves and thrive, the program recognizes and supports companies poised to grow from Shibuya to the global stage.

In its inaugural year in 2023, the program certified six startups, followed by ten in its second phase in 2024. Participating companies have engaged in various activities, including collaborative experiments with Shibuya Ward and private enterprises, as well as presentations at local events. The upcoming phase will begin accepting applications on September 1, 2025, and aims not only to certify and support startups committed to ongoing innovation but also to provide value back to the local community while enhancing the global presence of these businesses.

Recruitment Theme


The S-Startups initiative is looking to attract startups that focus on resolving regional issues within Shibuya and aim for international expansion. If your business leverages the strengths of Shibuya for global outreach or provides value back to local residents, wide-ranging support is available across various fields. Notably, ventures targeting overseas markets, those addressing social challenges, projects that marry creativity with technology, advanced technology research and development, and businesses led by entrepreneurs from diverse backgrounds are particularly encouraged to apply.

Both Japanese and foreign applicants are required to submit their service outlines and proposals in Japanese. The entry form and pitch evaluation can be conducted in either Japanese or English.

Application Requirements


To be eligible, startups must meet the following criteria:
  • - Must be a pre-seed to early-stage startup based in Japan.
  • - Must operate within the thematic areas of recruitment.
  • - Must be a continuously challenging startup through innovative technology or business models.
  • - Must be a business capable of addressing issues faced by Shibuya Ward and its citizens.
  • - Must not violate public morals or be affiliated with illegal entities.
  • - Must resonate with the goals of the certification program.

Post-Adoption Activities


Participating companies should actively engage in events hosted in community facilities and contribute to the vibrancy of Shibuya's startup community. These community hubs, including Shibuya Bridge, offer co-working and event space designed to support startup enterprises, with S-Startups certified companies given free access and the ability to register their offices there.

Selection Process


The selection process involves document screening, a pitch review (preferably in-person), and a mandatory orientation for selected companies. There may be a requirement to submit additional documentation, such as a business plan.

Recruitment Schedule


  • - Application Period: September 1, 2025 – October 1, 2025
  • - Document Review: October 10, 2025 – October 31, 2025
  • - Pitch Review: November 20, 2025 – November 28, 2025 (conducted over two days, ideally in person)
  • - Nofitication of Results: December 23, 2025
  • - Support Duration: January 5, 2026 – January 4, 2027
  • - Orientation Scheduled: January 2026

T&Cs apply, and benefits may be updated or modified as needed. The effective period for these benefits will primarily be from January 5, 2026, to January 4, 2027.
