PG&E Allocates $50 Million+ in Utility Bill Support for Customers in 2024
In a remarkable move to ease the financial burden of utility bills, Pacific Gas and Electric Company (PG&E) has announced that it provided over $50 million in assistance to its customers in 2024 through the Relief for Energy Assistance through Community Help (REACH) program. This support has benefited nearly 58,000 households across California, offering critical financial relief during challenging economic times. With this extensive aid, PG&E aims to raise awareness of its various support programs, including the California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) programs, encouraging those eligible to apply for additional discounts on their monthly bills.
The funding allocated for the REACH program is unprecedented, significantly increasing from the previous year when PG&E contributed $55 million specifically to enhance the benefits available to customers. Collaborating with the Dollar Energy Fund, a nonprofit organization, PG&E has streamlined the process to ensure that those in need receive appropriate financial assistance. Notably, the program's maximum bill credit has been raised from $500 to a substantial $2,000, allowing more income-eligible customers to avail themselves of the benefits. Furthermore, the REACH Triple Match initiative is designed to incentivize customers to make payments of $50 or more, with PG&E matching those payments threefold to help reduce outstanding balances.
The distribution of the funds has been notable, particularly in five California counties that experienced the largest influx of approved customer applications. Through the REACH program, Fresno County stands out with 13,743 applications, resulting in over $9.8 million distributed. Kern County follows with 8,164 applications totaling around $5.7 million, while San Joaquin, Contra Costa, and Alameda counties also received substantial funding.
As the program reached its funding capacity by September, PG&E anticipates reopening the REACH program in January 2025, offering standard benefits capped at $300 per household. Vincent Davis, PG&E’s Senior Vice President of Customer Experience, emphasizes the company's commitment to service, stating, "Service is central to our mission, and we want our customers to know about the various bill support programs that can help provide them with immediate relief."
In addition to REACH, customers may find eligible support through the CARE and FERA programs, which collectively reduced customer bills by nearly $1 billion in 2023. Each program offers distinct energy discounts based on different eligibility requirements. CARE provides a minimum of 20% off gas and electricity bills, while FERA offers an 18% discount on electricity for larger households of three or more individuals.
Furthermore, PG&E features other assistance programs for those struggling with their energy costs. One such initiative, the Low Income Energy Assistance Program (LIHEAP), is federally funded and offers a one-time payment of up to $1,000 to help cover past due electrical bills, particularly aiding low-income families. Thus far in 2024, more than 58,000 PG&E customers have benefited from nearly $49 million in LIHEAP support. Additionally, the Arrearage Management Plan (AMP) serves as a debt forgiveness program tailored specifically for qualifying residential customers, aimed at easing their financial responsibilities.
