On May 27, 2026, West Japan Railway Company (JR West) and Sagawa Express Co., Ltd. entered into a partnership agreement focusing on the co-creation of customer experience value. This collaboration aims to leverage each company’s strengths and resources to establish a
Mobility and Logistics Co-Creation Ecosystem, addressing two primary objectives:

Enhancing Customer Experience Value through seamless integration of mobility and logistics services.
2.
Expanding Interactions with Inbound Tourists by solving issues related to luggage during travel.
Objectives of the Partnership Agreement
The initiatives derived from this agreement are framed as a
Mobility and Logistics Co-Creation Ecosystem. By combining their respective assets, the companies aim to tackle social issues prevalent in the West Japan region, particularly in the context of Japan's declining population. Attracting inbound travelers to rural areas has become crucial. Through this collaborative effort, they aim to make transportation services easier for visitors, thereby promoting regional tourism and revitalizing sustainable local economies.
Additionally, this collaboration aligns with
JR West's Mid-term Management Plan that advocates for a sustainable ecosystem in mobility and
SG Holdings Group’s strategy focusing on the development of real commerce.
Values to be Provided by JR West Japan and Sagawa Express
1. Enhancing Customer Experience Value
By the 2030s, JR West aims to achieve a seamless booking experience by integrating its train reservation system with Sagawa Express's logistics system. This will allow for the provision of a variety of services related to mobility and logistics. Specifically, they aim to offer integrated services that improve efficiency and customer convenience by 2028 through their logistics operations partnership.
Moreover, the creation of a
Co-Creation Platform will facilitate the delivery of diverse services to customers, streamlining the integration of both companies' offerings.
2. Expanding Interactions with Inbound Tourists
The increasing popularity of the West Japan area among inbound tourists brings about the challenge of managing luggage while traveling by train. To counter the socio-economic effects of overtourism, JR West and Sagawa Express intend to tackle the challenges of luggage management and restrictions on tourist destinations due to baggage.
By combining the high-speed delivery offered by the shinkansen (bullet train) with meticulous regional delivery logistics, they plan to introduce a luggage delivery service that allows tourists to book and pay for both travel and baggage handling together. This service aims to enable travelers to drop off their bags at various locations, such as stations or hotels, and receive them at their desired destination on the same day.
As a pilot, they plan to conduct a demonstration of immediate luggage delivery service between Osaka/Kyoto and Hiroshima/Fukuoka starting June 2026, in collaboration with JR West and Sagawa Express.
Additional Initiative: Same-day Delivery Service
As part of their efforts to enhance the customer experience, JR West and Sagawa Express will initiate a joint same-day luggage delivery service targeting inbound travelers. The service will be modeled between Kyoto/Osaka, Hiroshima, and Fukuoka and aims to resolve luggage-related issues. Utilizing both shinkansen for broad deliveries and truck logistics for meticulous handling within the region allows them to improve customer convenience significantly.
