Strengthening Research Management Talent Development



In a significant step towards enhancing the research capabilities of universities across Japan, Okayama University recently held a meeting with Yokohama City University on March 24, 2026. This event, hosted at Yokohama City University’s Fukura Campus, was primarily focused on developing and managing research management talent.

The meeting is part of a larger initiative by the Ministry of Education, Culture, Sports, Science, and Technology, aimed at addressing the shortage of qualified personnel in research management across the country. The discussions revolved around the promotion of research management personnel and the establishment of proper career paths and compensations that would encourage their growth and development.

Participants included prominent figures from both institutions such as the Deputy Vice President of Yokohama City University, Tetsu Kinoshita, and Okayama University’s Deputy Director, Norihito Sato, along with several other senior researchers and administrative officers.

During the meeting, Norihito Sato outlined the goals of the collaboration, highlighting the importance of this initiative not just for Okayama University but for the broader research landscape of Japan. He stated, “The collaboration between Okayama University and Yokohama City University, which has been designated as part of the 'Regional Core and Unique Research University Strengthening Project (J-PEAKS)' by the Ministry of Education, highlights our dedication to strengthening research capabilities.”

The session featured a comprehensive overview of the training programs to be offered, including potential methodologies for developing effective research management practices that align with current global standards. This program aims not only to enhance the skills of the participants but also to contribute to building a network of institutions that prioritize high-quality research management practices.

Discussions also touched on the establishment of robust systems within Yokohama City University to support enhanced URA (University Research Administrator) activities and the formation of specialized research hubs. The key takeaway from the meeting was the commitment to change and adapt to emerging challenges in the field of research management.

Sato emphasized the necessity for continuous evolution in the training and management of URA personnel, noting that the experience and feedback from this collaborative effort would inform the development of more effective training modules. “We are committed to learning from this collaboration to enhance our infrastructure for research management talent,” he mentioned.

Both universities are set to strengthen their collaboration going forward, leveraging their resources and aligning their strategic goals to cultivate a new generation of research management personnel who are well-equipped to tackle the challenges present in today’s research environments.
