VEON's QazCode and MeetKai Collaborate to Enhance AI Digital Services Across Multiple Markets

In a groundbreaking partnership, VEON Ltd., a global leader in digital communication, has announced that its software subsidiary QazCode will collaborate with the sovereign AI firm MeetKai. This alliance aims to create and refine language models that will power new AI-driven digital services across VEON's operational markets, which include Kazakhstan, Uzbekistan, Ukraine, Pakistan, and Bangladesh.

The collaboration is centered around the development of language models tailored to the local needs of these diverse cultures. QazCode and MeetKai will focus on creating AI solutions that incorporate local language capabilities, regional dialects, and a better comprehension of cultural subtleties. Oleksii Sharavar, CEO of QazCode, emphasized the importance of making AI accessible by developing linguistically and culturally relevant models designed specifically for these countries. He stated, "AI will be a critically important and pervasive technology, but at the moment resources are focused on a small number of widely spoken languages. We believe that VEON has a responsibility to bring the benefits of AI to the countries we operate in through linguistically and culturally trained large language models."

MeetKai will take the lead in training these models, while QazCode will manage the data, local computing resources, and the necessary technological adaptations for creating localized AI applications. Additionally, VEON's operating companies will contribute to ensuring that the AI solutions developed are efficiently tailored to meet the specific language and cultural contexts of each market. This partnership is designed to facilitate the launch of a broad range of new products, including educational services, healthcare solutions, agritech innovations, and corporate platforms. Notably, AI agents like Aventa are set to operate fluently in the various languages used throughout VEON's markets.

James Kaplan, Co-Founder and CEO of MeetKai, reaffirmed the commitment to empowering local communities, stating, "True sovereign AI means countries decide how their models are built, governed, and deployed. Through this partnership with QazCode and VEON, we're proud to serve over 150 million people with national AI stacks that respect data sovereignty and deliver real, committed value in their language."

This partnership builds upon both QazCode's and VEON's established reputations as innovators in the AI landscape. QazCode has previously distinguished itself with the launch of KazLLM, the first Kazakh large language model, which earned the GSMA Foundry Excellence Award in 2025 for its contributions to under-resourced languages. The company's extensive portfolio now includes various consumer and enterprise AI-based digital products.

VEON has positioned itself at the forefront of connected AI, having already introduced an AI tutoring platform and integrated AI features into its consumer applications. Moreover, the company has partnered with local institutions to develop language models specific to Ukraine and Pakistan, further showcasing its dedication to advancing under-resourced language technology. Furthermore, VEON collaborates with the GSMA and Barcelona Supercomputing Center to create LLMs globally.

MeetKai, founded in 2018 in Los Angeles, specializes in sovereign AI and local-language reasoning models, providing governments and companies innovative solutions to build sovereign AI ecosystems. Their MKA1 platform ensures that data control, localization, and long-term value creation are prioritized in developing national AI infrastructures.

As QazCode continues to expand its influence across Central Asia, Europe, and the Middle East, this collaboration with MeetKai marks a pivotal step in shaping a future where AI technology is accessible, relevant, and beneficial for all cultural contexts. The strides made in this partnership promise to change the digital landscape, ultimately enriching and transforming the lives of countless individuals across VEON's diverse markets.
