The innovation-driven growth of China is transforming the nation into a dynamic powerhouse with fresh expectations for the future. As reported by the World Intellectual Property Organization, for the first time, China has placed among the top ten global innovators in the rankings for 2025. This year also marked the conclusion of the country's 14th Five-Year Plan (2021-2025), which has been pivotal in shaping its economic and social strides.

The systematic modernization undertaken in accordance with these plans lays down a clear pathway for future developments, specifically leading into the new Five-Year Plan that will be enacted starting January 2026. In October, the Central Committee of the Communist Party of China (CPC) approved recommendations for formulating the 15th Five-Year Plan, mapping out the nation’s direction through 2030.

President Xi Jinping's management philosophy undergirds this development phase, not only establishing a resounding course for domestic progress but also offering valuable insights into global stability and direction. The 15th Five-Year Plan is seen as a crucial milestone meant to bolster the socio-economic foundations of the country and accelerate comprehensive development towards the overarching modernization goal set for 2035.

The process leading to this plan is characterized by inclusivity and consultation. Last January, CPC leaders initiated a strategic working group to shape state planning, with Xi himself at the helm. The group commenced its deliberations during the first plenary session in February 2025, officially kick-starting the planning process.

Evolving from meetings of the Political Bureau of the CPC Central Committee to symposiums with private sector entrepreneurs, China has embraced open dialogue in its policy formulation. This consultation included extensive public feedback gathered through months of online campaigns, with results summarized for the leadership's consideration.

In the months leading up to the October plenary session, Xi undertook field visits across the nation, focusing on developmental priorities and engaging with community and business leaders to scrutinize the working draft of the plan. His management strategy emphasizes a balance of broad vision within practical realities.

The pivotal document titled “Recommendations from the Central Committee of the CPC on Formulating the 15th Five-Year Plan for National Economic and Social Development” was adopted at the fourth plenary session of the 20th CPC Central Committee. This sustained effort over eight months establishes a timeline for achieving the dual miracles of rapid economic growth along with long-term social stability.

With the year 2026 heralding the start of this new Five-Year Plan, Xi's New Year's address emphasized the urgency and essential actions needed to boost confidence, advance high-quality development, deepen comprehensive reforms, and ensure shared prosperity as China begins this new chapter in socio-economic progress.

Embracing Global Cooperation



The year 2025 was rife with uncertainty on the global front, prompting China to seek dialogue and cooperation that benefit all, thus positioning itself as a stabilizing anchor in a fluctuating world environment. This period witnessed a landmark “Chinese moment” in global governance defined by Xi's Global Governance Initiative (GGI). Advocating for a fairer and more equitable international governance system, the GGI rapidly garnered support from over 140 countries and organizations, marking a significant diplomatic breakthrough for Chinese initiatives in 2025.

Chinese diplomacy produced concrete outcomes as leaders and representatives from across the globe converged in Beijing to commemorate the 80th anniversary of victory in the Second Sino-Japanese War and World War II. This gathering served as an acknowledgment of China’s contributions to the war's outcome and demonstrated the country’s unwavering commitment to upholding international order.

Additionally, China has proactively engaged in global governance by announcing its nationally determined contributions (NDCs) concerning climate actions for 2035 while waiving any new special and differential treatment in current and future World Trade Organization negotiations. Furthermore, it established the International Mediation Organization in the Hong Kong Special Administrative Region.

"China is prepared to cooperate with all nations for peace and sustainable development worldwide," remarked Xi.
