Bermuda's EIRC Program Achieves Milestone with Over $600M in Investments in Five Years

Bermuda's Economic Investment Residential Certificate Program

The Bermuda Business Development Agency (BDA) recently announced a significant achievement in its Economic Investment Residential Certificate (EIRC) program, surpassing $600 million in investments since its inception in 2021. This milestone marks five productive years for the program, which has successfully attracted a diverse pool of investors to Bermuda's economy.

Launched with the intent of boosting economic activity and job creation, the EIRC program has welcomed nearly 100 international investors and their families. It offers a streamlined process where the BDA provides personalized, concierge-style support, guiding applicants from their initial expression of interest to the approval stage. To qualify, one must commit at least $2.5 million into Bermuda's key sectors, including the financial markets, real estate, or community organizations. Interestingly, the average investment per applicant has exceeded this baseline, often landing around $7.5 million.

Investment Distribution

Of the incredible $600 million raised through this program, over $300 million has been allocated to real estate development. An additional $200 million has been directed towards establishing new businesses, while more than $50 million has assisted local companies in expanding. In 2025 alone, the program generated an impressive $19.4 million in economic impact for Bermuda.

Minister of Economy and Labour, Hon. Jason P. Hayward, stated, "The EIRC program is helping Bermuda attract meaningful investment that supports jobs, business activity, and long-term economic growth." He emphasized that the program not only draws in capital but also plays a pivotal role in integrating families into the vibrant community of Bermuda.

Investors such as Jonathan Halata, who holds an EIRC certificate, illustrate the personal side of this initiative. For him and his family, the EIRC was not merely an investment opportunity but a pathway to establishing roots and contributing to a community they cherish. Halata explains, "It is a wonderful home for my family, with a beautiful, supportive community, while also being connected to the global marketplace."

Bermuda continues to allure internationally-minded investors seeking stability, a comprehensive regulatory framework, and an exceptional living environment. The jurisdiction's attributes, including safety, accessibility, and a robust community mindset, bolster its appeal for long-term investment.

Ongoing Success

As we reflect on the past five years, the EIRC program has undoubtedly provided tangible benefits for Bermuda's economy. According to Kendaree Burgess, BDA's Managing Director, "It is helping to attract high-quality investors whose capital supports business formation, real estate development, and wider economic activity. Importantly, it also invites families with long-term intentions—individuals who appreciate stability and view Bermuda as a true community."
