ICAC Chief's Visit to Middle East Strengthens Anti-Corruption Efforts

In a pivotal move towards enhancing global anti-corruption measures, ICAC Commissioner Woo Ying-ming recently visited Saudi Arabia and the United Arab Emirates (UAE) to foster closer partnerships and share expertise in combating graft. This visit, occurring earlier this week, marks a significant step in the collaboration between the Independent Commission Against Corruption (ICAC) from Hong Kong and anti-corruption agencies in the Middle East.

Strengthening Ties with Gulf Nations

Woo, who also presides over the International Association of Anti-Corruption Authorities (IAACA), met with H.E. Mazin Al-Kahmous, the President of the Oversight and Anti-Corruption Authority (Nazaha) in Saudi Arabia. During their discussions, both leaders emphasized the necessity to expedite the implementation of joint projects aimed at reinforcing anti-graft initiatives within the region.

The bilateral dialogue highlighted the importance of building a comprehensive network through IAACA to ensure robust collaboration against corruption across borders. By leveraging shared resources and knowledge, these authorities aim to establish a more fortified front in the ongoing battle against corruption.

Capacity Building in Anti-Corruption Strategies

A standout feature of Woo's visit was the four-day capacity-building training organized by the Hong Kong International Academy Against Corruption (HKIAAC). This training aimed to enhance the skills of Nazaha's officers through the implementation of simulated law enforcement scenarios that included financial investigations and technological advancements.

At the opening ceremony, Commissioner Woo commended the participants, stating, "Every participant is the frontline defender of justice and integrity in your society. The knowledge and skills gained will not only enhance your professional capabilities but will also empower you to create a lasting impact at your work." He emphasized the importance of individual contributions in the broader context of fostering a corruption-free society, underscoring the significance of their work on a global scale.

Exploring Advanced Digital Solutions

During his visit, Woo's delegation also explored the Ministry of Finance of Saudi Arabia. They examined the use of an integrated electronic platform designed to streamline project procurement processes, aiming to mitigate corruption risks effectively. This investigation into digitalization strategies is intended to inform the ICAC as they expand their own strategies for corruption prevention through innovative technological applications.

Following meetings in Saudi Arabia, Woo traveled to the UAE, where he further cemented the collaborative spirit by signing a Memorandum of Understanding (MoU) with H.E. Humaid Obaid Abushibs, the Chairman of the UAE Accountability Authority (UAEAA). This MoU lays the groundwork for enhanced cooperation, and it is expected to generate joint initiatives including training sessions and international conferences that focus on anti-corruption education.

Continued Collaboration and Future Goals

This MoU represents the eighth agreement of its kind that ICAC has signed, underscoring a committed strategy to strengthen international networks in fighting corruption. Last year alone, ICAC entered into similar agreements with several key countries and UN entities, marking a substantial commitment towards collective action against global corruption.

In addition to formal agreements, Woo and his team engaged with local construction projects, such as the Diriyah Gate and Al Dhafra solar plant, to gain insights into the operational challenges faced in these massive infrastructure ventures. The experiences shared during these visits are expected to empower future anti-corruption training programs aimed specifically at major infrastructure projects in regions like the Belt and Road countries.

As the ICAC team prepares to return to Hong Kong, the collaborative frameworks established during this visit promise to enhance the effectiveness of anti-corruption efforts both locally and globally.
