A Strategic Framework to Safeguard Democracies Against AI Interference Ahead of 2025 Elections
As we step into 2025, it emerges as a pivotal year for democracies across the globe. With numerous countries gearing up for national elections, the impact of artificial intelligence (AI) on the electoral process cannot be overlooked. Recent events, particularly in Romania, Brazil, Gabon, and the United States, highlight an urgent need for measures that protect the integrity of elections from the negative repercussions of pervasive misinformation and deepfake technologies. These threats not only undermine public trust but also degrade the quality of democratic discourse.
To tackle these issues, academic experts from around the world have proposed a comprehensive framework designed to shield democratic institutions from risks posed by AI interference in elections. This framework encompasses four critical action points:

Modernizing Legal Frameworks: Establish clear regulations governing the use of AI in electoral processes. This involves adapting existing laws to account for the unique challenges that AI technologies introduce into the political arena.
2.
Adopting Codes of Conduct for Political Parties: Political entities must be encouraged to implement ethical guidelines that govern their use of AI tools during campaigns. This would promote transparency and accountability, helping to mitigate potential abuses that could distort public discourse.
3.
Creating Independent Election Integrity Teams: The formation of impartial bodies tasked with overseeing the integrity of elections is essential. These teams would develop comprehensive plans for public responses to AI-driven threats, ensuring timely and effective action in the face of potential disruptions.
4.
Developing an International AI Election Trust and Protocols: An international framework to respond to AI-induced election interference is critical. This initiative would include legal assistance protocols, enabling nations to collaborate effectively and respond cohesively to transnational threats.
A Global Initiative for Change
These recommendations emerged from the Global Policy Briefs on AI project, a joint effort by IVADO, Canada’s premier AI research consortium, and the AI + Society Initiative from the University of Ottawa. This collaborative endeavor aims to equip policymakers with actionable insights to address paramount AI challenges on a global scale. The inaugural paper titled,
AI in the Ballot Box: Four Actions to Safeguard Election Integrity and Uphold Democracy, unites researchers from North America, South America, Africa, and Europe, emphasizing a united front in addressing these vital issues.
Professor Catherine Régis from Université de Montréal outlines the significance of this initiative, stating, "This mobilization underscores the importance of taking proactive measures, while simultaneously presenting a unique opportunity to shape the future of our democracies. By harnessing international academic expertise, we can devise solutions that uphold the integrity of democratic processes."
Echoing her sentiments, Professor Florian Martin-Bariteau from the University of Ottawa stresses the urgency of coordinated action among global leaders to combat AI-related interferences. He notes, "Without concerted global efforts to align laws, build capacities, and develop mitigation strategies for AI risks, democracies like Canada, and others around the world, remain vulnerable to threats."
Future Steps
IVADO and the University of Ottawa’s AI + Society Initiative, alongside its partners, are set to present these recommendations during the AI Action Summit on February 10, 2025, at Université Paris 1 Panthéon-Sorbonne. Following this, a retreat is scheduled for late 2025, aiming to craft a global strategy addressing yet another significant AI-related challenge.
Supported by various funding bodies, including the Fonds de recherche du Québec and the Canada First Research Excellence Fund, this project aspires to cement its role in developing responsible and effective approaches to integrating AI into our societies without compromising democratic values.
