Emergency Preparedness in Chihayaakasaka Village: A Drone Logistics Initiative



On November 9, 2025, Chihayaakasaka Village hosted the "Reiwa 7th Year Comprehensive Disaster Prevention Training," which included innovative training in logistics using drones. This exercise was held in collaboration with the Cabinet Office, Osaka Prefecture, and Chihayaakasaka Village itself, aiming to bolster disaster prevention measures and enhance community awareness.

Overview of the Training


The training scenario was designed to simulate a significant earthquake occurring amidst heavy rainfall, resulting in high soil saturation. This combination of disasters provided an opportunity to assess coordination among various agencies and examine the challenges surrounding the village's disaster response capabilities.

Training Details:
  • - Date and Time: November 9, 2025, from 9:00 AM to 12:00 PM
  • - Location: Chihayaakasaka Village (B&G Marine Center, Community Sports Ground, Yoshitoshi Senior Citizens' Rest House, Old Chihaya Elementary School)
  • - Activities: Disaster prevention and crime prevention talks, evacuation training, evacuation shelter setup training, cooking training, CPR and AED training sessions
  • - Participants: Staff from the Chihayaakasaka Village Disaster Prevention Division, local fire brigade, police from the Tomita Police Station, independent disaster prevention organizations, Tomita Fire Station, Japan Ground Self-Defense Force's 37th Infantry Division, and the Chihayaakasaka Village Social Welfare Council.

Drone Logistics Training Overview


The drone logistics training aimed to investigate the feasibility of using logistics drones to transport supplies to isolated communities post-disaster, such as after devastating earthquakes.

Flight Operations:
  • - Starting Point: Community Sports Ground
  • - Destinations: Yoshitoshi Senior Citizens' Rest House (approximately 350m one way) and Old Chihaya Elementary School (approximately 1.2 km one way)
  • - Carried Items: Six bottles of water (weight approximately 12 kg)

Despite adverse weather conditions with rain and fog, the drone operations were executed smoothly. Local fire brigade members supervised the flight routes, ensuring safety by monitoring both vehicle and pedestrian traffic, allowing for the successful transportation of supplies. This operation highlighted the importance of collaboration between the drone operation team and the fire brigade, ensuring both safety for residents and efficiency in training operations.
