Thus, when questioned about the production capabilities of the strain derived from Kobayashi’s factory, the Health Bureau failed to supply any evidence or basis for their claims regarding its ability to produce Puberulic acid.

The Health Bureau explicitly admitted that it did not independently verify the claims made by Kobayashi Pharmaceutical. In a separate document dated August 17, it was stated that the information regarding the contamination was derived from Kobayashi's own checks, with no records of the city independently verifying those findings or the decision not to conduct such verification.
