Funding Decision for Sustainable Development in Depopulated Areas in FY2028

Funding Decision for FY2028

On June 5, 2023, the Ministry of Internal Affairs and Communications announced support measures aimed at fostering sustainable development within depopulated areas of Japan. This initiative seeks to alleviate pressing local challenges through financial assistance for community-driven projects.

Funding Allocation

The Ministry has allocated a total of approximately 800,627,000 yen to support various projects designed to strengthen the livelihood and community structures in these regions. The funding will be directed towards four primary programs:

1. Support for Community Network Formation:
This initiative focuses on establishing "community network zones" centered around core villages. Here, local organizations will be provided financial assistance to launch activities that promote daily living support and create new livelihoods. Activities boosting regional industries using ICT (Information and Communication Technology) will also receive backing. A total of 17 projects will receive funding under this program.

2. Sustainable Development Support Project:
With the objective to tackle local issues, this program supports various ICT activities and training projects initiated by municipalities designated as depopulated areas. Projects might include the establishment of online medical consultation systems or AI-enhanced ride-hailing services, alongside initiatives aimed at workforce development. In total, funding was granted to 32 projects under this category.

3. Community Restructuring Support Project:
Aimed at promoting residential stability, this project offers funding for housing developments and the effective utilization of vacant homes across depopulated regions. By fostering a more resilient community structure, local populations are encouraged to settle and thrive. Seven projects securing funding fall within this framework.

4. Rehabilitation of Underutilized Facilities:
This initiative is designed to repurpose old facilities, such as abandoned schools, into community hubs that facilitate interaction between local and urban dwellers. Funding will be allocated to develop community centers and other social infrastructures, with four projects approved for support.

Conclusion

The Ministry’s decision marks a significant commitment to revitalize Japan's depopulated areas. By supporting targeted projects that prioritize local engagement, the government's approach showcases the importance of sustainable development strategies that not only address immediate needs but also lay foundations for long-term viability of rural communities.
