Overview of Cosmo Energy Group's Earthquake BCP Training



In a proactive measure to enhance its response capabilities to potential disasters, the Cosmo Energy Group, encompassing Cosmo Oil Co., Ltd. and Cosmo Oil Marketing Co., Ltd., conducted critical training on November 17, 2025. The session aimed to prepare the group for scenarios involving a major earthquake directly affecting the metropolitan area, thereby disrupting essential functions. This training was held simultaneously at two key locations: Cosmo Oil's Sakai Refinery and the Osaka office of Cosmo Oil Marketing.

Purpose and Objectives


The fundamental objective of this BCP (Business Continuity Plan) training was to develop a robust initial response framework in conditions forecasted to resemble real disaster situations. Considering the essential role that oil products play as vital lifelines, the Cosmo Energy Group remains committed to ensuring the stable supply of petroleum products, even amidst unforeseen calamities.

This exercise was particularly nuanced, as it was designed to simulate a scenario where the head office's operations would be temporarily incapacitated due to a significant earthquake. Participants focused on strengthening the collaboration of information flow from the temporary crisis management teams established at the participating sites, alongside strategizing for the restoration of main office functionalities.

Conducting a Complex Simulation


Furthermore, this year's drill introduced additional challenges in the form of communication infrastructure failures, which rendered conventional information gathering tools unavailable. By creating a more rigorous environment, the group sought to reinforce their adaptability and response capabilities to sudden crises. Through implementing scenarios that push their limits, the training aimed not just to practice standard procedures, but to prepare personnel for high-pressure situations they might actually encounter.

Training Details


The training was conducted from 1:10 PM to 3:10 PM, engaging a total of 102 participants, including:
  • - the Executive Director of the Sakai Refinery serving as the head of the temporary crisis management team,
  • - the head of the Osaka Office leading another crisis team,
  • - crisis management personnel from other related departments,
  • - as well as external training collaborators who supported the exercise.

The insights gained from this rigorous training will be instrumental in refining the existing BCP framework, ensuring that the Cosmo Energy Group continuously develops practical disaster response capabilities.
