Shanghai Electric Forms Strategic Partnerships for Renewable Energy Ventures
In early April 2025, Shanghai Electric (SEHK: 2727, SSE: 601727) forged remarkable agreements in the Middle East, focusing on renewable energy projects. By teaming up with Abu Dhabi Future Energy Company, also known as Masdar, they initiated a vast 2-gigawatt solar photovoltaic project in Saudi Arabia. Additionally, a comprehensive cooperation agreement was established with Oman’s Mawarid Group, targeting wind energy initiatives. These endeavors align with Saudi Arabia’s Vision 2030 and Oman’s Vision 2040 strategies, both aimed at promoting energy transformation and enhancing green initiatives in the region.
The Sadawi solar project, executed in collaboration with Masdar, stands as Shanghai Electric’s largest EPC undertaking in global solar energy. Encompassing a staggering area of 40 square kilometers, the solar installation is set to generate over 6 billion kWh annually, catering to the energy needs of approximately 700,000 households and effectively reducing carbon emissions by 3 million tons. The project leverages advanced photovoltaic technologies, capitalizing on the abundant sunlight prevalent in Saudi Arabia. This initiative exemplifies a vital component of the national renewable energy program.
In Oman, the partnership with Mawarid Group involves supplying wind turbines, technology transfer, and the design of a local manufacturing facility. This collaboration focuses on harnessing Oman’s natural resources, establishing a local supply chain, and fostering long-term economic growth. Salim Al Aufi, Oman’s Minister of Energy and Minerals, praised Shanghai Electric’s technological expertise in wind energy, indicating the government’s commitment to enhancing collaboration, particularly in energy storage, hydrogen energy, and photovoltaic developments.
Wu Lei, Chairman of Shanghai Electric Group, expressed optimism about this partnership, stating, “This marks a new starting point for collaboration between Shanghai Electric and Masdar and is a significant milestone for our further establishment in the Middle East's new energy market.” He underscored the aim to collectively create a benchmark demonstration project that contributes to the global energy transition.
Mohamed Jameel Al Ramahi, CEO of Masdar, noted the crucial nature of the partnership, emphasizing hopes for further collaboration in wind, solar, and energy storage realms. The strategic agreements hold substantial industrial value and are poised to shepherd Oman’s transition from traditional energy sources to diversified clean energy, particularly in wind and hydrogen.
In the wider context, the photovoltaic project in Saudi Arabia bolsters the kingdom’s efforts to reduce dependency on fossil fuels while contributing to economic diversification. It simultaneously establishes the groundwork for Shanghai Electric’s expansion into the Middle Eastern solar energy market.
Through these dual high-profile projects in the Middle East, Shanghai Electric showcases its localized, technology-driven approach, further solidifying its status as a global leader in renewable energy solutions. These strategic initiatives underline the growing significance of international partnerships in driving sustainable energy transitions in the region, with both Masdar and Mawarid playing pivotal roles in this transformation.
As these ventures progress, they not only reflect Shanghai Electric’s commitment to innovation but also its strategic vision to lead the charge towards a greener future. To learn more about their projects and initiatives, visit
