The project has received funding through the USDOT Strengthening Mobility and Revolutionizing Transportation (SMART) grant, emphasizing the need to optimize the limited spaces available in the urban environment. The core component of this initiative is the INRIX IQ Road Rules, a cloud-based system designed to house digital twin information reflecting the city's roads, sidewalks, and curbs. With this tool, city staff can easily communicate any temporary or permanent changes to rules efficiently across various internal sectors and external stakeholders including leading digital mapping companies such as Apple and Google.

The urgency for such a transformation stems from a growing need to manage the public rights-of-way in a way that leads to safer roads. Akshay Malik, the Smart Cities Director for the City of Philadelphia, highlighted the significance of leveraging existing data standards to enhance ROW oversight, stating, "Road Rules gives the City more capacity to improve ROW management through data and technology."
