Pennsylvania Housing Finance Agency Honored with National Council of State Housing Agencies' Award

The Pennsylvania Housing Finance Agency (PHFA) has received an esteemed honor—the National Council of State Housing Agencies' (NCSHA) Award for Program Excellence. This accolade is specifically for its 2024 Annual Report, which was highlighted during NCSHA's annual conference held in New Orleans on October 6, 2025.

Celebrating Achievement

PHFA's Executive Director and CEO, Robin Wiessmann, expressed her pride: "Being recognized by peers is always special. I'm proud our staff who worked on our Annual Report have been praised for their efforts. Our 2024 Annual Report showcases in dynamic fashion the transformative work PHFA is doing for Pennsylvanians."

This award, given in the Communications Annual Report category, is a testament to the agency’s commitment to transparency and effective communication of its objectives and accomplishments. The judges of the award, comprised of leaders from the affordable housing industry and subject-matter experts, lauded PHFA's annual report for its innovative design, effectively blending powerful imagery with concise text. The report's mapping component, which illustrates the monetary investments and locations of housing initiatives across Pennsylvania, received special commendation for its clarity and informative value.

NCSHA's Recognition Program

For years, NCSHA’s Awards for Program Excellence has honored state housing finance agencies for their exemplary public-purpose programs. With all nominated programs accessible on the NCSHA's website, the initiative encourages the continuous improvement and sharing of best practices within the sector.

About NCSHA

The NCSHA is a non-profit organization that aims to support and advocate for the efforts of state housing finance agencies throughout the United States. Its mission is crucial in ensuring the availability of affordable housing options to those in need through collaborative efforts and community engagement.

PHFA's Impact on Housing

Founded in 1972, PHFA has played a significant role in fostering affordable homeownership and rental housing for older adults, low- and moderate-income families, and individuals with special housing requirements. Notably, PHFA manages mortgage programs and invests in multifamily housing developments to boost economic growth across Pennsylvania.

To date, PHFA has successfully secured over $20.1 billion in funding, resulting in more than 206,750 single-family mortgage loans and the construction of 110,284 rental units. Furthermore, its initiatives have contributed around $362 million to local housing efforts and have successfully aided over 51,400 families at risk of losing their homes.*

PHFA's programs are funded primarily through securities sales and user fees, not by public tax dollars, allowing them to maintain a sustainable operational model while fulfilling their mission of alleviating housing burdens in the community. Governed by a 14-member board, PHFA continues to spearhead innovative housing solutions in Pennsylvania, setting a true standard of excellence in the industry.
