In recent years, extreme heat during summer months has become a significant threat, leading to a rise in heatstroke incidents among workers. In response, the Ministry of Health, Labour and Welfare has implemented revised labor safety regulations effective June 1, 2025, which emphasize the importance of prompt identification of early symptoms of heatstroke and proper communication among personnel on-site. Many heatstroke incidents are attributed to a lack of recognition of initial symptoms or delays in response, highlighting the critical need for on-site training and education tailored to the unique circumstances of construction sites.

Despite having basic knowledge of heatstroke prevention, including the importance of hydration, many workers often underestimate their vulnerability and hesitate to stop work for symptoms they might dismiss. This seminar seeks to transform awareness into action by equipping workers with the skills they need to recognize heatstroke symptoms and respond effectively in real-time scenarios.

Seminar Structure


The seminar will consist of a dynamic, hands-on training program lasting just 30 minutes, designed to maximize engagement and practicality. The session will include six key components:

1. Ice Breaker (5 minutes): A brief introduction to ease any nervousness, allowing participants to check in on their physical well-being and readiness to engage.
2. Heatstroke Prevention Measures (5 minutes): An update on appropriate actions based on WBGT readings and the critical importance of fluid and electrolyte intake.
3. Response Strategies for Medical Emergencies (5 minutes): Instruction on recognizing symptoms, determining when to call for emergency assistance, and establishing a communication protocol.
4. Cool Mist Experience (5 minutes): Participants will learn about and practically experience effective cooling products, such as cool mist sprays and their evaporation effects.
5. Response Demonstration and Practice (5 minutes): A hands-on demonstration of first aid response for an unconscious worker, including cooling techniques and proper positioning.
6. Wrap-Up (5 minutes): A review of the key points discussed, emphasizing the importance of safety awareness on-site.
