The Kameyama Tourism Association, led by Director Kazuya Honma, in collaboration with Mie Senior Car Rental from Suzuka City, has announced the introduction of a license-free mobility service called WHILL. This initiative will enhance the accessibility and economic activities in the Sekijuku area, coinciding with the peak of autumn tourism starting on October 11, 2025. The WHILL, developed by WHILL Inc. based in Shinagawa, Tokyo, allows users to traverse pedestrian areas comfortably and affordably.

This new service aims to bolster the attractiveness and interactivity of Sekijuku, a historically significant region recognized for its traditional landscapes. Spanning 1.8 kilometers, Sekijuku features preserved Edo-era townhouses and historical structures. As inbound tourism has surged, the challenges for older individuals or those with mobility issues in accessing these sites have become increasingly apparent. Due to the dispersion of attractions, some visitors have struggled to fully engage with the rich offerings of this area.

To address these mobility challenges, the Kameyama Tourism Association and Mie Senior Car Rental have previously conducted trials offering senior cars for exploration in Sekijuku. Responding to feedback from users and businesses, they have decided to operate the stylish and advanced WHILL as a permanent service. The WHILL operates at the same speed as pedestrians and does not require a license or helmet for use. The Model S scooter version has a handle for bicycle-like maneuverability, while its four-wheel design ensures steady travel over various terrains, including gravel, uneven paths, and inclines.

Particularly noteworthy is WHILL's focus on inclusivity. Its design is user-friendly, making it accessible for people of all ages and physical conditions. The aesthetically pleasing design also complements the existing surroundings of Sekijuku. Through this initiative, participants can take advantage of the “Sekijuku Discount Coupon,” which can be used at local shops and restaurants during their WHILL rides. This new service aims to create an enjoyable experience for individuals who might have difficulty with long-distance walking, offering them the chance to explore the picturesque streets of Sekijuku at their own pace without the physical strain usually associated with such activities.

Start Date: October 11, 2025
Rental Location: Sekijuku foot bath exchange facility – Free rest area (Sekijuku strolling information break area)
Model Available: WHILL Model S, suitable for pedestrian areas.
Utilization Method: Reservations can be made by calling the Kameyama Tourism Association at 0595-97-8877. On-the-day applications can be made via mobile terminals available at the rest area. The WHILL will be lent for free with a 500-yen “Sekijuku Discount Coupon” provided (valid until December 28, 2025) to the first 100 visitors using the WHILL service.
Partner Stores: Participating establishments within Sekijuku (check the coupon's eligibility before use).
Usage Conditions: Users must weigh under 100kg and be able to place their feet on footrests when seated and have the requisite focus for operation.
