Oman's Sovereign Wealth Fund Achieves Record High Returns



The Oman Investment Authority (OIA), the sovereign wealth fund of the Sultanate of Oman, has recently announced its most impressive performance to date, reporting a staggering USD 7.8 billion in profits and a 14.6 percent return on investment for the year 2025. This accomplishment not only positions OIA among the leading sovereign investment funds globally but also underscores Oman’s evolving role in international capital markets.

According to SWF Global, OIA has successfully climbed to third place worldwide among sovereign wealth funds based on return on investment, and impressively stands at the top globally for public market returns. This achievement marks a pivotal moment for Oman, emphasizing the increasing influence of Gulf funds across various sectors such as private equity, infrastructure, energy transition, logistics, and technology.

By the conclusion of 2025, the assets managed by OIA had reached approximately USD 60 billion. Notably, every dollar held by the Authority in 2020 has seen an impressive growth of around 73 percent, signifying substantial value creation across its diverse portfolio. While many of the largest sovereign wealth funds are typically assessed based on scale, OIA’s exceptional results highlight its unique position focused on performance and governance, especially in the realm of public markets.

Furthermore, the Authority exceeded its performance indicators by 105 percent, a feat achieved through disciplined asset management and innovative restructuring of its state-owned assets. These transformations have not only fostered stronger public market returns but have also shifted several portfolio companies into more profit-oriented operations.

In addition to its impressive financial metrics, the OIA’s undertaking emphasized the importance of enhancing Oman’s economic landscape, reducing its reliance on hydrocarbons while strengthening its stake in international capital movements. Throughout 2025, the fund successfully attracted roughly USD 4.1 billion in foreign direct investments, reinforcing Oman’s position as a key nexus for global capital into vital sectors of its economy.

A notable aspect of OIA's strategic narrative for 2025 involves a comprehensive portfolio transformation that began in 2020 with the acquisition of a number of state-owned enterprises. These efforts have been targeted at bolstering operational efficiencies and enhancing financial outcomes across its portfolio, ultimately leading to improved profitability and asset quality. Initiatives to streamline operations have significantly benefited the Authority’s divestment program, with approximately USD 2.4 billion in debt settled across its subsidiaries, thereby strengthening their financial health.

The divestment program, launched in 2022, aims to optimize capital utilization and elevate returns. At the end of 2025, OIA accomplished 24 successful divestments, generating over USD 7.3 billion for reinvestment into new opportunities.

Presently, OIA’s investment strategy encompasses over 52 countries, aiming to strike a balance between domestic commitments and international diversification. Almost two-thirds of its investments remain in Oman, while the remaining capital is strategically divided among significant international markets—19 percent in North America, 9 percent in Europe, 4 percent in the Asia-Pacific region, and 7 percent in other global venues.

Additionally, OIA’s performance in 2025 has led to a broader enhancement of governance and transparency regarding Oman’s state-owned assets. This progress has been acknowledged by global institutions, including the World Bank, highlighting Oman’s commitment to refining the management of state enterprises. The OIA’s ranking as the third best sovereign wealth fund globally showcases its growing credibility, aimed at attracting long-term capital and facilitating Oman’s deeper integration into international investment flows.

With record profits, exceptional public market performance, and strengthened governance credentials, the results from OIA in 2025 illustrate a fundamental shift in Oman’s economic framework. The fund's use of sovereign capital to generate substantial returns, drive foreign investments, and revamp state assets is ushering in a more globally connected investment platform.
