This ambitious project aims to revolutionize internet access across the nation, achieving a remarkable 99.7% coverage rate. As a result, approximately three million households and businesses, from bustling cities to the most remote villages, now enjoy the benefits of high-speed internet and digital services. This transformation has especially accelerated over the past two years, with around two million new connections established during this timeframe.
The numbers reveal an impressive shift: nearly the entire population of Azerbaijan, totaling 10.45 million, now has access to high-speed internet, an essential resource for modern living. Hasan Omarov, CEO of Aztelekom, emphasized that this initiative extends beyond mere technological improvements; it represents a strategic shift to mitigate the digital divide. "The 'Online Azerbaijan' megaproject is one of the largest infrastructure initiatives in our country's history. For the first time, citizens, regardless of their place of residence, are provided with equal access to high-speed, reliable Internet services and equal digital opportunities," Omarov stated.
Huawei's advanced technology and innovative approaches were pivotal in realizing this vision. The project not only focuses on providing connectivity but also aims to drive the digital transformation of public services. In line with government goals to enhance broadband stability, the initiative is part of a broader plan to increase average internet speeds to 50 Mbps by 2025.
Moreover, Huawei's TECH4ALL digital inclusion program played a crucial role in improving the region's infrastructure. The inclusion of all-optical gigabit fiber solutions has connected remote areas to global digital platforms. "Huawei is committed to using its technologies and solutions to bridge the digital divide and enable an inclusive and sustainable digital world," said Cui Yangyang, Director of the TECH4ALL Program Office for Huawei.

For example, peak connectivity has revitalized traditional communities like Khinalig, enhancing opportunities for small and medium-sized businesses, and even promoting tourism. Local artisans can now leverage online platforms to showcase their crafts to an international audience. This improved connectivity has also enhanced educational resources for rural schools, ensuring that students in these areas have equal opportunities to learn and compete regionally and globally.
In addition to education, the project has implemented telemedicine initiatives and is paving the way for smart cities across Azerbaijan. The next stages of the "Online Azerbaijan" initiative will introduce 5G and the Internet of Things (IoT) to the farthest reaches of the country, underlining a commitment to energy efficiency and the adoption of sustainable technologies.

The results of this initiative are substantial. The average internet speed in Azerbaijan soared from a mere 11.7 Mbit/s at the project’s outset to an impressive 88.84 Mbit/s, effectively more than a sevenfold increase. This remarkable improvement led to Azerbaijan climbing nine positions in the UN E-Government Development Index, as it entered the elite tier of digital governance for the first time in 2025.
This project has garnered global acclaim. It has been featured in various specialist events as a model case study, winning five international awards and being spotlighted in esteemed publications like the Harvard Business Review Türkiye and the book "Principles of Modern Marketing" by Philip Kotler.
