The general incorporated association RULEMAKERS DAO, located in Chiyoda, Tokyo, has recently garnered attention as one of the selected participants in the general course of Tokyo's 'TOKYO SUTEAM' initiative. This initiative, driven by the Tokyo Metropolitan Government, focuses on diversifying support programs for startups, with the goal of creating a thriving global hub for startup growth through strategic rule-making activities.

'TOKYO SUTEAM' is an initiative implemented by the Tokyo Metropolitan Government to support the creation and nurturing of innovative startups. It aims to enhance the startup ecosystem in Tokyo by providing a myriad of support programs tailored to the various needs of emerging enterprises.

With the selection of RULEMAKERS DAO, the city aims to harness the power of rule-making as a core strategy for fostering startups that can thrive in today’s complex business environment.

Background and Purpose of the Adoption


In recent times, the necessity for established rules in strategic business practices has significantly increased. However, many startups struggle to initiate operations and secure funding due to lack of access to the capital, know-how, and networks required for effective rule-making. RULEMAKERS DAO aims to address these challenges by establishing a 'Democracy 2.0 Startup Ecosystem' where startups can collaborate with various stakeholders, including businesses, governments, and municipalities, for mutual growth.

Overview of the 'OPEN BLUE' Program


The 'OPEN BLUE' program offered by RULEMAKERS DAO addresses a critical need for startups, especially those in their early stages, to engage in rule-making activities despite limited resources. This initiative aims to empower startups to commence operations, create new markets, and achieve funding through effective rule formation strategies.

Key Components of the Program:


1. Business Support Phase (2 months): This phase focuses on enhancing market-formation capabilities, where startups will develop rule-making strategies that improve business models and create market opportunities.
2. Rule-Making Phase (4.5 months): During this phase, participants will engage in policy advocacy activities that adhere to established rule-making processes, aiming to accumulate and open-source knowledge within the SU support ecosystem.
3. Closing Phase (2 months): Following the final pitch, startups will work on deepening relationships with key figures such as politicians, bureaucrats, VCs, and local government representatives, with goals including invitations to government-led meetings and securing contracts for collaborative proving ground projects.

RULEMAKERS DAO stands out due to its significant experience in helping small businesses and entrepreneurs transform policies from the ground up. Founded on the vision of enabling all challengers to participate in rule reform, this community-driven non-profit organization boasts:
A record of successful acceleration programs, including the 'RIFT' program, which assists social entrepreneurs in executing policy proposals from scratch.
Expertise that enables small players to realize societal changes, such as the digital nomad legislation among others.
A vibrant community of over 1,000 individuals involved in rule-making practices, including entrepreneurs and experts, creating an environment conducive to collaboration.
A vast network of rule-making specialists and practitioners who share a vision for reform, transcending party lines and individual stances.

Governance and Future Developments


The cooperation period for this initiative spans from November 1, 2025, to March 31, 2027. During this period, the focus will be on supporting ten startups in Tokyo in formulating rule-making strategies and executing policy proposals.
