Registration of Concurrent Training Institutions Under the Marine Transportation Law
On January 29, 2023, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan announced the registration of institutions dedicated to concurrent training for maritime operations. This initiative is part of an effort to enhance safety and management capabilities within the maritime industry, specifically targeting the training of operational managers who are required to board vessels.
The decision follows the notification issued by the MLIT, which outlined specific requirements for training institutions specializing in concurrent training for registered operational managers and onshore personnel. This new training program is crucial for equipping maritime staff with the necessary skills and knowledge required under the Marine Transportation Law.
The registration process commenced on November 21, 2022, as part of the inclusive measures to bolster maritime safety protocols. After careful examination of the submitted applications, two key institutions have been officially recognized:
1. Marine Co-Education Center (一般社団法人海洋共育センター)
- Representative: Takashi Unekawachi (代表理事 畝河内 毅)
- Location: 2nd Floor, Lakes Onomichi Building, 1-10-13 Todou, Onomichi City, Hiroshima Prefecture
- Commencement Date for Training: March 1, 2023
2. Japan Maritime Traffic Safety Association (一般社団法人日本海上交通安全協会)
- Representative: Motoki Hatsukano (代表理事 初鹿野 元紀)
- Location: 4th Floor, Nagoya Nikko Securities Building, 3-2-3 Sakae, Naka Ward, Nagoya City, Aichi Prefecture
- Commencement Date for Training: March 10, 2023
This registration marks an important step towards strengthening Japan's maritime training infrastructure, creating a safer and more efficient environment for maritime operations. The concurrent training sessions will help prepare both operational managers and onshore employees to navigate the complexities of maritime regulations and safety guidelines.
The necessity for such training echoes the increasing demands for skilled professionals in the maritime sector, especially as global shipping and transportation evolve. The MLIT aims to maintain high standards of safety and competence in the industry, ensuring that personnel are well-prepared to meet any challenges that may arise.
