This autumn, the National Archives of Japan is presenting a special exhibition that allows the public to view original documents of significant cultural value. The event will feature the first two items from important cultural assets designated by the government, showcasing fascinating historical artifacts that delve into Japan's legislative evolution.

1. Decree for the Establishment of the National Diet


The first item, the decree for the establishment of the National Diet (国会開設の勅諭), was issued on October 12, 1881. This decree refers to the gradual establishment of a constitutional government since the early Meiji era and acknowledges the creation of the House of Peers and Prefectural Assemblies. It advocates for maintaining this progressive approach and announces that the National Diet will be opened by 1890. The decree also clearly outlines that the organization and powers of the Diet would be drafted by government bureaucrats, with the Emperor making final judgments and promulgation of these proposals.

2. Railway Map Between Shinbashi and Yokohama


The second item is a map illustrating the railway line that connected Shinbashi to Yokohama, dating back to May 1872 when the line began operations. The line between Shinbashi and Yokohama was officially opened in September 1872, significantly improving transportation in the region. The document describes the railway's route, covering a distance of 29 kilometers and taking an estimated 53 minutes, celebrating this major development which led to the establishment of October 14 as 'Railway Day' in Japan.

The "Kōbunroku" is a collection of documents received by the Daijōkan, organized by year and by ministry. This collection includes over 4,100 items from the first to the 18th year of the Meiji era (1868-1885). The
