In a decisive move, the central government of China has reaffirmed its commitment to foster Hong Kong's integration into the international digital framework. This endeavor has been emphasized during the World Internet Conference Asia-Pacific Summit, marking a significant phase for Hong Kong as it seeks to capitalize on emerging opportunities within the digital economy.

On April 14, 2025, Hong Kong hosted the first-ever Asia-Pacific summit of this annual conference outside mainland China, placing a spotlight on cutting-edge artificial intelligence and digital technologies. Key figures, including Wang Yong, vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference, highlighted that digital integration serves as a pivotal force propelling productivity reform and sustainable regional growth. “China stands for the cooperative creation of an equitable cyberspace and governance structure alongside various nations,” he articulated, while advocating respect for each country’s cybersecurity regimes and condemning insular tactics, denoting a shared aspiration for global tech harmony.

Hong Kong's Chief Executive, John Lee Ka-chiu, articulated the summit's significance as an indication of the city’s ascendant role in global innovation and technology. He stressed the importance of international cooperation amid challenging geopolitical climates, asserting that, “Hong Kong wholeheartedly welcomes all business partners eager to embark on developmental collaborations in this vibrant metropolis.”

Notably, Zhuang Rongwen, the head of the Cyberspace Administration of China, posited that technological breakthroughs in sectors like AI are catalysts for economic vitality, social advancement, and reshaping the geopolitical and economic landscape worldwide. He recognized the efforts of Chinese entities in propelling innovation and suggested that this momentum aligns with building a synergistic community in cyberspace.

Zheng Yanxiong, representing the Central People's Government in Hong Kong, proclaimed the city as a leading region in internet evolution with established strengths in finance and trade along with burgeoning expertise in AI research. Zheng urged Hong Kong to embrace its potential, leveraging its distinctive characteristics such as bilingualism and cultural connectivity to spearhead digital integration across Asia-Pacific.

He further emphasized the necessity to expedite the development of the Northern Metropolis, utilizing resources like the Hong Kong Science Park and Cyberport. Zheng's vision comprises the collaboration with significant hubs like Qianhai and Lok Ma Chau, aiming to cultivate industry clusters that encompass AI, big data, cloud computing, and blockchain technology.

The framework of 'one country, two systems' is viewed as a strategic advantage for Hong Kong, facilitating the establishment of cross-border data flow mechanisms in line with international standards, thus promoting secure data exchange and resource optimization across regions.

The two-day event attracted nearly 1,000 participants from government, academia, commerce, and international organizations, showcasing the global attention focused on Hong Kong's evolving role in the digital landscape. Prominent academic figures, including Zhang Donggang from Renmin University of China, underscored the paramount importance of cultivating talent capable of straddling both finance and technology sectors.

On the conference fringes, John Hoffman, CEO of GSMA Ltd, indicated that AI is poised to significantly transform global businesses and societal frameworks in the forthcoming years. He cited a report estimating the potential economic benefits of AI in the telecommunications sector could surge to $680 billion over the next two decades.
