On September 20, 2025, a significant event took place along the Yangtze River as the Nanjing Session of the World Youth Scientist Forum brought together Nobel laureates, academicians, young scientists, and emerging R&D professionals from around the globe. This event marked the official launch of the Jiangbei New Area's ambitious initiative known as "20 Measures for Youthful Development and Talent Aggregation." This initiative aims to attract and develop lead scientists, offering substantial support to foster innovation and development in the region.
The newly unveiled measures propose a comprehensive support system designed to attract and cultivate talent across different fields and levels of expertise. Leading scientists overseeing the establishment of major scientific institutions can receive support of up to 100 million RMB. Meanwhile, senior experts are eligible for up to 30 million RMB, which is aimed at furthering the industrial application of their research findings. Additionally, significant innovation platforms have the opportunity to create outstanding or part-time positions, with each qualifying project receiving support of up to 2 million RMB to facilitate job creation and advancement.
For companies recruiting highly qualified talent, a yearly subsidy of up to 1 million RMB is available. Furthermore, for top-tier talents participating in the jointly appointed initiative with universities, a salary grant equal to 30% of their annual salary will be provided for five years.
In order to direct resources specifically toward innovation and entrepreneurship, a Proof-of-Concept program was introduced. This initiative provides up to 5 million RMB per project for concept validation and the maturation of pilot-scale initiatives. Groundbreaking projects will receive support through a “grant-plus-equity program,” where a single iconic project can be funded with up to 30 million RMB.
Companies awarded provincial or higher-level science and technology grants can access additional funds of up to 20 million RMB. Those that make the national preliminary selection for disruptive technologies can receive as much as 10 million RMB per project. Each year, district-level funds are committed to financing no fewer than 150 projects, with each project receiving an average of at least 5 million RMB.
Moreover, this policy encompasses specific and robust actions to enhance the protection of talent rights, alongside ensuring that they have access to housing, medical care, and education. These initiatives work towards establishing a more appealing ecosystem for innovation and entrepreneurship, allowing all talents in the Jiangbei New Area to focus wholeheartedly on innovation and collaborative development.
