In a groundbreaking initiative, Dubai has reimagined summer vacations for students, viewing them not merely as a break from academics but as a vital opportunity for personal development and safety awareness. Led by the Dubai Police through the International Hemaya Center, the city’s summer youth program has successfully graduated 1,402 students in its latest session alone, drawing participants from 31 different nationalities and contributing to a total of 10,792 graduates since 2018.

Transforming Summer into a Learning Opportunity


Rather than perceiving summer as a hiatus from education, Dubai's approach uses this period to instill critical life skills, discipline, and positive values among its youth. The summer program focuses on developing a safer and more resilient generation, preparing them for future challenges while encouraging responsible community participation.

General Lieutenant Abdulla Khalifa Al Marri, Head of Dubai Police, articulated the program's significance, emphasizing the importance of empowering youth with essential life skills and community values. Under the leadership's vision, Dubai Police continuously expand initiatives that reinforce community responsibility and national values while equipping young people to engage positively during their summer break.

A Track Record of Impact


The success of this initiative has been profound. Since its inception, the International Hemaya Center has reached over 905,976 students, 629,396 parents, and 8,650 teachers across 271 schools. Over the years from 2018 to 2026, the center has hosted numerous outreach programs, engaging in 1,981 awareness talks, 788 educational activities, and 135 community initiatives. The outreach efforts have been profoundly beneficial, with digital campaigns reaching an astounding 102.16 million individuals.

The preventive methods employed by the center have produced quantifiable results. Parent feedback indicates a remarkable 96.9% improvement in student behavior. Additionally, participants have reported a high satisfaction rate of 95.3% with the summer student program, highlighting the efficacy of the intervention.

Comprehensive and Engaging Learning Module


The meticulously planned summer program spans 29 days and includes a total of 174 hours of training. Participants undergo rigorously structured activities that blend military training, sports, first aid, traffic safety, leadership exercises, educational workshops, and field visits. Such a comprehensive curriculum not only teaches vital skills but also fosters instilled confidence, responsibility, and enhanced community engagement among young attendees.

Strategic Community Partnerships


The program's achievements are underpinned by collaborative efforts among various strategic partners. Many governmental and non-governmental organizations in the UAE, such as the Ministry of Education (MoE), the Knowledge and Human Development Authority (KHDA), and the Roads and Transport Authority (RTA), have joined forces with local police departments and service organizations to create a cohesive support network. This synergy ensures the program’s relevance and effectiveness, enhancing the overall educational experience for students.
