California ISO Chooses LS Power for Major Transmission Project in Bay Area



On April 17, 2026, the California Independent System Operator (CAISO) made a significant announcement regarding the future of the Bay Area's electric infrastructure. They have selected LS Power Grid California (LSPGC) to spearhead a competitive transmission project that is set to enhance the power grid reliability across the region. This comes as part of California's larger efforts to improve electric infrastructure and withstand the rising energy demands of the area.

The project entails the development of a 230-kV underground transmission line, extending approximately seven miles. This line will bridge the gap between Silicon Valley Power's Northern Receiving Station Substation and Pacific Gas and Electric’s (PGE) San José B Substation. LS Power's track record speaks volumes as they aim to build upon their previous works, including the Power Santa Clara Valley and Power the South Bay projects that are anticipated to launch in 2028.

The CAISO approved this ambitious endeavor within its 2024-2025 Transmission Plan after thorough evaluations of several proposals. Out of five qualified bidders, LS Power stood out, demonstrating an impressive capability to undertake both the financial and operational elements of the project. The cost of this infrastructure upgrade is estimated to range between $150 million and $200 million, with a completion target set for June 1, 2030.

Paul Thessen, president of development for LS Power, expressed gratitude towards CAISO for their confidence in the company through this competitive selection process. Thessen remarked, "We have consistently delivered on our commitments in a timely manner, and this project builds on our growing footprint in California and extensive experience successfully developing transmission projects across the country." He emphasized the importance of this initiative, stating that it is critical for the Bay Area's energy infrastructure and the local economy.

Collaboration between LS Power and PGE has been central to the proposal. By combining LS Power's adept capabilities in development, financing, and construction with PGE’s operational expertise, stakeholders believe they can ensure the project not only meets but exceeds the growing energy demands of the San José area. Post-energization, PGE is expected to take ownership and manage the operational aspects of the project, thereby bolstering long-term electric system reliability alongside economic development within the community.

Currently, LSPGC has one operational asset, the Orchard Substation located in Fresno County. Additionally, they have five more transmission projects underway within California, two of which are also situated in the Bay Area. This expansion aligns with LS Power's overarching mission of providing reliability and resiliency to the electric grid, effectively enabling energy flows from an array of generation resources.

LS Power, a prominent entity in North America's power and energy infrastructure sector, emphasizes its commitment to developing and investing in projects that enhance environmental sustainability and public safety. Through their transmission business, LS Power Grid, the company has successfully constructed over 780 miles of high-voltage transmission systems, with more than 400 miles currently in development.

With the California ISO at the forefront of competitive transmission planning, this project exemplifies a critical step towards ensuring a robust electric network that can accommodate the state’s future energy needs.
