Support for Renovating Vacant Houses into Resident Assistance Housing

On July 31, 2023, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan announced that they have begun accepting applications for the renovation of vacant houses into Resident Assistance Housing. This initiative is part of a revised law aimed at promoting the supply of rental housing for those in need, including low-income individuals, the elderly, people with disabilities, and families with children.

Overview of Support

This new business support program is specifically designed to aid private sector operators who are looking to enhance existing residential properties to meet the needs of vulnerable populations. The features of the support include:

Main Requirements

  • - Properties must receive certification as Resident Assistance Housing.
  • - Rents must be set below rates comparable to public housing.

Scope of Subsidies

The funding will cover various renovation projects, including:
1. Barrier-Free Renovation: Making adjustments to ensure accessibility within the property, including outdoor areas.
2. Seismic Safety Improvements: Enhancing structural stability against earthquakes.
3. Modification for Co-Housing: Renovations to accommodate shared living arrangements, including changes in floor plans.
4. Childcare Facilities: Upgrades to support families with young children, which may incorporate childcare services within the property.
5. Fire Safety Improvements: Implementing measures to enhance fire protection and alarm systems.
6. Social Interaction Spaces: Creating communal areas for residents to engage and interact.
7. Safety Monitoring Equipment: Adding features that allow for the well-being checks of residents.
8. Soundproofing Renovations: Enhancing acoustic privacy within shared living spaces.

The subsidy will cover up to one-third of the renovation costs, with a maximum of ¥500,000 per unit. Additional funds may be available based on specific renovation projects undertaken.

Application Deadline

The application period will remain open until December 12, 2023. It is crucial for applicants to submit all necessary documentation by this date to ensure consideration. Moreover, the funding will be capped at a specific limit, so early application is advisable once the budget limit is reached.
