Innovative Telemedicine Program Launched for Rural EMS in Northeast Minnesota to Enhance Emergency Care

Arrowhead EMS Association Secures $5 Million for Telemedicine Program



In a groundbreaking initiative aimed at enhancing emergency medical services in rural areas, the Arrowhead EMS Association has been awarded $5 million from the U.S. Department of Transportation's Safe Streets and Roads for All Program (SS4A). This significant funding will facilitate the implementation of Avel eCare's EMS telemedicine services across 20 ambulances operated by 15 agencies throughout Northeast Minnesota.

Addressing Rural Care Challenges



Rural and remote communities in Northeast Minnesota often face daunting challenges when it comes to accessing timely medical care after traffic incidents. While these areas account for only a quarter of the traffic crashes in Minnesota, they disproportionately represent over half of the state's fatal crashes. The NEARR-EMS program will attempt to bridge this gap by equipping local EMS teams with the tools they need to provide quicker and more effective care.

Adam Shadow, Executive Director of Arrowhead EMS, articulated that the geography and sparse distribution of emergency medical resources in the region lead to extended response and transport times for patients. "Residents of rural areas have longer distances to travel to reach critical specialty care facilities, and our NEARR-EMS program provides a direct link between field personnel and medical experts 24/7," Shadow remarked.

Telemedicine in Action



Avel eCare’s telemedicine services will allow EMTs and paramedics to consult almost instantly with board-certified physicians, experienced paramedics, and nurses. This capability enhances the level of on-site care, enabling teams to receive vital peer support and medical direction during emergency situations.
In addition to the immediate benefits for patient care during the critical Golden Hour, the program aims to reduce traffic fatalities across the rural expanse of Northeast Minnesota, marked by dense forests and challenging winter conditions. During summer months, the population surges but resources remain limited, highlighting the urgency for improved telemedicine solutions.

Rebecca Vande Kieft, VP and General Manager of Emergency Services at Avel eCare, emphasized the importance of timely intervention, stating, "Telemedicine can speed access to care, especially during situations where every second counts. Our objective is to enhance trauma care delivery promptly to minimize fatalities in these communities."

Collaborative Research Efforts



To evaluate the effectiveness of this telemedicine initiative, the University of Minnesota's Translational Center for Resuscitative Trauma Care will collect and analyze data throughout the program's five-year duration. Dr. Greg Beilman, Associate Dean and Director at the Center, noted the increasing trend in traffic-related injuries in Minnesota, advocating for innovative solutions to reverse this alarming trajectory.

A Broader Context



In a concurrent development, the Southwest Minnesota EMS Corp. was awarded a separate $9.9 million grant to enhance telemedicine access for 54 agencies in an 18-county region. These grants are part of the Biden-Harris Administration's Bipartisan Infrastructure Law, which aims to disburse a total of $5 billion over five years for projects designed to improve roadway safety nationwide.

As these EMS programs roll out, they represent more than just funding; they signify a concerted effort to address inefficiencies and disparities in healthcare access, particularly for those in rural locales. Arrowhead EMS Association and their partners are setting a new standard for emergency care in Minnesota, serving as a model for rural healthcare initiatives across the country.
