Background and Objectives of the Partnership
Founded in 2013, the National Construction Human Resources Association (referred to as Zenken) holds a unique position in the industry as one of the few organizations licensed to introduce skilled construction workers, commonly known as craftsmen. Since launching its paid job placement services in 2021, Zenken has successfully placed around 550 job seekers into permanent positions, significantly contributing to alleviating employment challenges.
In addition, Zenken is set to launch a direct recruiting service named "Craftsman Scout" in November 2025, aimed at improving job matching opportunities between young job seekers and construction companies. However, the organization has recognized that raising awareness and understanding of its services remains a challenge among potential applicants and employers.
Shimada Kakegawa Shinkin Bank is a community-focused financial institution that has been serving local businesses since its establishment. With many of its clientele being small and medium-sized enterprises (SMEs) in the construction industry, the bank has been approached frequently regarding labor shortages.
