Shifting Responsibilities for Stray Animal Care
On October 1, 2025, Volusia County and several municipalities officially transitioned the responsibility for stray animal intake services to different organizations, enhancing community welfare efforts. This decision follows months of collaborative discussions among local governments and the Halifax Humane Society, aiming to create a sustainable approach for addressing the needs of stray animals in the area.
Why the Change?
The shift was initiated to improve the intake services of stray animals across the region. Local governments believe that creating a similar model to the other 57 Florida counties that operate government-supported stray animal facilities is crucial. The conversations began as early as April, where various proposals were discussed, including plans for the county to construct its own dedicated shelter facility within a three-year timeframe.
Community members are encouraged to report stray animals by contacting the appropriate intake facility designated for their area. Below are the organizations responsible for animal care in different service areas:

Adoption Services: Facilitating adoptions for healthy pets looking for permanent homes.

Behavioral Support: Offering training programs to support pet owners in managing their pets' behaviors.
Additionally, Halifax Humane Society collaborates with law enforcement to assist in cases of animal cruelty, ensuring that rescued animals receive proper care and support. They also partner with local shelters to provide a safe haven for adoptable pets as facilities allow.
