Waffle AI Changemaker: Fostering an Inclusive Economic Future

The Waffle organization, a non-profit based in the Minato Ward of Tokyo, is set to host the innovative Waffle AI Changemaker program starting from late July 2026. This initiative aims to empower young women and non-binary adolescents by integrating technology into local economic development. The program is a significant evolution of the previously established Waffle Camp held across Japan since 2022 and seeks to address contemporary challenges such as economic sustainability, AI implementation, and resilience in communities facing declining populations.

The Waffle AI Changemaker program will take place in four regions of Japan, emphasizing local industries: agriculture in Hokkaido, fashion in Fukui, manufacturing in Nagano's Kamiina region, and tourism in Nagasaki's city. Participating students will engage in product development using AI, enabling them to create new value and become agents of change within their communities. The approach goes beyond mere experiential learning; it nurtures the next generation of leaders who will help steer their local economies towards a progressive future. The program culminates in a final presentation event, inviting local businesses, government representatives, and media to showcase the participants’ innovative solutions to the community.

The Rationale Behind "Local × Women × AI"

In 2025, statistics showed that 85% of 40 prefectures in Japan experienced a net outflow of population, predominantly affecting women, who left in greater numbers than men. Factors such as limited career opportunities and deeply rooted gender roles have compelled women to migrate to urban areas, leading to a decline in birth rates and a shortage of labor in rural areas. This demographic shift severely impacts local economies, creating a pressing need for initiatives that bridge gender disparities in the tech field.

The challenges aren’t merely demographic; they also connect to labor shortages across various sectors. By 2040, Japan will face a significant shortfall of approximately 3.39 million skilled workers capable of leveraging AI and robotics, particularly vital in agriculture and manufacturing. Currently, the involvement rate of women in these technical areas remains below 20%, indicating an underutilization of female talent.

To tackle these pressing issues, Waffle is launching the Waffle AI Changemaker program. The goal is to empower girls and non-binary youths with technology skills that generate new economic prospects in their communities. By cultivating a supportive environment for innovation, the program strives to create conditions for young people to envision a future where they want to live and work locally. Waffle values technology as a critical investment in regional sustainability and intends to collaborate with local governments and businesses to drive this initiative forward.

The first day will commence with an opening ceremony, ice-breaking activities, a keynote address, and guest talks from experts in agriculture and agri-tech. The afternoon will include AI fundamentals, hands-on learning experiences, team-based problem analysis, and initial app development sessions.

On the second day, participants will continue developing their applications and refining their ideas. Feedback sessions will involve local agricultural stakeholders and authorities providing insights to enhance their projects, culminating in a final presentation and awards ceremony.
