Tokyo's Innovative 'Tsugi no Tsugi' Project



Tokyo is launching a groundbreaking initiative called 'Tsugi no Tsugi' aimed at supporting companies undergoing business succession. This project seeks to empower successor entrepreneurs to create new ventures, marking what is referred to as a 'Second Founding' or 'Second Startup.' With the collaborative efforts of HitoKara Media, the project will establish a community platform that encourages networking, learning, and the development of new business ideas.

What is 'Tsugi no Tsugi'?


Starting from fiscal year 2025, the Tokyo Metropolitan Government’s 'Tsugi no Tsugi' project provides essential resources for companies that have undergone succession. The initiative recognizes the importance of facilitating new business development for successor owners and offers two main pillars: a supportive Community for interaction and learning, and a custom-tailored Business Development Program aimed at individual coaching and support.

HitoKara Media is at the forefront of this initiative as both a community planner and operations partner, committed to transforming the end of business succession into the beginning of exciting new journeys for entrepreneurs.

Business Development Program - Turning the Past into Strength


This program focuses on matching small and medium enterprises (SMEs) seeking to embark on a 'Second Startup' with individuals passionate about developing new projects. It facilitates creative brainstorming sessions all the way through to the establishment of successful new business ventures. Specific recruitment details will be provided at a later date.

Currently seeking participants, the 'Tsugi no Tsugi' Community is an inclusive environment where individuals can share experiences and challenges associated with business succession. Participants will gain valuable skills and mindsets necessary for successful new business development. In addition, there will be opportunities for networking with seasoned entrepreneurs who have successfully completed their second startup journey. Although options such as M&A are becoming more popular, many businesses still struggle due to information gaps and matching difficulties.

Through the 'Tsugi no Tsugi' project, the Tokyo Metropolitan Government aims to provide a solid foundation for business succession while simultaneously fostering the creation of new value and addressing the various challenges faced by enterprises.
