Understanding the Full Scope and Practical Implications of Cryptocurrency Regulations in Japan

Seminar Overview

On February 17th, 2026, JPI (Japan Planning Institute) will host a crucial seminar addressing the transitions in cryptocurrency regulations, especially those concerning the Financial Instruments and Exchange Act.

Seminar Details

The featured speaker will be Mr. Takeshi Nagase, a partner and attorney at Anderson, Mori & Tomotsune, New York, who has engaged deeply in discussions as a member of the Liberal Democratic Party's Web3 Working Group.

The seminar will elucidate the recent paradigm shift articulated in the Financial Services Agency's Working Group report released on December 10, 2025, which recognized cryptocurrency as a legitimate investment asset. This shift moves the regulatory framework from the existing Payment Services Act to the Financial Instruments and Exchange Act, introducing a series of significant changes.

Key Points to Discuss

1. Regulatory Overview: An outline of the regulatory review process, current status, and critical issues concerning cryptocurrency trading.
2. Information Disclosure Regulations: Introducing new requirements pertaining to information provision during the sale of new cryptocurrencies, ongoing disclosures, and ensuring the accuracy and objectivity of the information provided to protect users.
3. Business Regulations: Enhanced compliance measures for cryptocurrency exchange operators, including stricter guidelines for business management, the handling of users' assets, and the introduction of responsibility reserves. Special focus will also be given to regulations affecting DeFi platforms.
4. Market Access Regulations: Addressing the need for governance concerning the establishment and operation of cryptocurrency markets.
5. Fair Trading Practice Regulations: Examination of insider trading rules and other unfair transaction regulations.
6. Q&A Session: An interactive segment where participants can address their questions to the speakers.
7. Networking Opportunity: Participants will have a chance to exchange business cards and connect with other attendees, fostering valuable industry relationships.
