The "Agency Business Quality Evaluation Operation" was established by the JLIA in 2022 as a benchmark for consumers to choose ideal agencies. The 2025 standards emphasize customer-oriented business operations and comprise about 200 rigorous checklist items across four categories: customer interaction, aftercare, personal information protection, and governance. Only those agencies that meet all criteria are granted certification.
As demands grow for compliance and personal data protection, this system serves as a standard indicator demonstrating high recruitment quality in the industry. For the fiscal year 2025, a total of 124 agencies have secured certification, with approximately 25% of those being Hokan users.
This system encompasses an ongoing cycle that includes initial evaluations for new applicants, as well as follow-up and regular reviews post-certification. This ensures that achieving certification is not just a one-time event but involves sustainable system establishment and operational adherence.
Evidence suggests that around 80% of Hokan's certified users have maintained their status through renewal evaluations, affirming Hokan's contribution to the ongoing establishment of best practices in business operations.
