The Grand Opening of North Housing in Alameda
On September 25, 2025, the Housing Authority of the City of Alameda (AHA) will officially celebrate the Grand Opening of the North Housing project, featuring its two newly developed communities: Estuary I and Linnet Corner. This public event, which welcomes neighbors and families, marks a significant milestone in AHA’s decade-long commitment to providing affordable housing to low-income residents.

A Decade of Planning
The journey to establish North Housing began many years ago, with extensive planning and coordination. In early 2024, AHA broke ground on the construction of Estuary I and Linnet Corner, and by July and September 2025, residents began moving into these new housing units.
These 109 affordable rental homes are split across two buildings, representing the initial stages of AHA's ambitious North Housing Master Plan, which aims to create over 500 affordable rental homes for Alamedans in need.
The Vision for North Housing
The area designated for this development spans twelve acres, previously part of the US Naval Air Station. The land was transferred to the Housing Authority in 2019 under the Surplus Land Act, thanks to collaborative support from the U.S. Department of Navy, Alameda Point Collaborative, and Building Futures for Women and Children.
Estuary I Community
Estuary I stands out as Alameda's first entirely new construction of permanent supportive housing aimed at individuals who have previously experienced homelessness. This community comprises 45 units, combining one-bedroom apartments, studio apartments, and a two-bedroom unit for property managers. All units at Estuary I are fully occupied, demonstrating high demand and fulfillment of urgency in the housing sector.
Linnet Corner for Seniors
Linnet Corner caters specifically to senior residents aged 62 and above, featuring 64 units that include studio and one-bedroom apartments. Importantly, 16 of these units have been designated for U.S. military veterans who are vulnerable or formerly homeless. As the leasing process continues, this community seeks to foster a supportive and welcoming environment for its residents.
Supportive Services and Amenities
Both communities offer a range of resident services and amenities designed to enhance the quality of life for tenants. AHA has partnered with LifeSteps to provide on-site social services and case management, particularly for those transitioning from homelessness. Additionally, residents receive an AC transit EasyPass, allowing unlimited travel across the transit system.
The residents of Estuary I and Linnet Corner also benefit from an energy assistance program, providing discounts on their utility bills. Property amenities include secure bicycle parking, laundry facilities, a community space, pet-friendly environments, and landscaped gardens to ensure a comfortable and engaging living space.
Collaborating for Affordable Housing
Kerry Deichen, a Market Executive from Bank of America, expressed enthusiasm for being part of this transformative project, emphasizing the collaborative effort across public and private sectors essential to bring much-needed affordable housing solutions to the East Bay region.
With AHA's investment of $8.6 million and contributions from multiple funding sources, these projects exemplify a successful public-private partnership geared towards addressing the urgent housing crisis. Through contributions from various stakeholders, including state and federal entities, AHA has successfully pushed forward innovative solutions to make affordable housing a reality.
