Bell System 24 Showcases Innovative Solutions at Municipal Fair 2025

Bell System 24 participated in the Municipal Fair 2025 held at Tokyo Big Sight from July 16 to 18, attracting a total of 8,648 visitors over three days. The event is aimed at showcasing comprehensive solutions tailored for local government administrations.

Enhancing Citizen Services through BPO

Through its BPO (Business Process Outsourcing) services for local governments, Bell System 24 focuses on improving citizen services and enhancing the efficiency of municipal employees' work. The company's approach integrates both digital and analog communication methods to ensure that nobody is left behind in the evolving digital society.

This year's exhibition emphasized two key concepts: “Making AI Responses Routine for Residents” and “Achieving Non-Waiting Service Counters.” Attendees showed significant interest in the automated response services utilizing generative AI for local administrative needs and solutions designed to streamline counter operations.

AI-Enhanced Response Services

At the exhibit, Bell System 24 introduced its generative AI response services, developed in collaboration with Itochu Techno-Solutions Corporation. Demonstrations featured simulated resident inquiries addressed by the AI chatbot, as well as live responses from human representatives. This hybrid model was particularly well-received, with feedback highlighting the importance of having a human intervention option for sensitive resident inquiries.

One attendee noted, “Having a human response option for sensitive inquiries is extremely valuable in administrative services.” Another commented on the groundbreaking mechanism that mitigates inaccurate responses by crawling municipal websites for real-time data.

Streamlining Counter Operations

In line with the goal of “Achieving Non-Waiting Service Counters,” Bell System 24 showcased the “FrontDesk” reservation service provided by USEN & U-NEXT GROUP’s TACT. Visitors experienced the system firsthand and were provided insights into how various administrative processes, such as application acceptance and certificate issuance, can be efficiently managed to enhance overall service delivery.

Feedback from visitors reflected the appeal of the dual-system support for appointments and on-site visits, with one remarking, “The ability to cater to both appointments and walk-ins is very attractive.”

Other Innovations and Efforts

Bell System 24 also introduced its initiatives to centralize resident inquiries and build a knowledge base for frequently asked questions. Such an approach is designed to enhance employee efficiency and improve residents' satisfaction. Furthermore, the company presented services aimed at providing support against customer harassment—an increasingly pertinent issue in public service.

By participating in this fair, Bell System 24 gathered valuable insights and feedback from local government representatives. The company aims to leverage this knowledge to effectively support the digital transformation (DX) of various municipalities, striking a balance between improving citizen services and reducing workload for government staff. Through these efforts, Bell System 24 continues to contribute to the sustainable management of local governments.
