Aon and EBRD Enhance War Risk Insurance Facility to Aid Ukraine's Recovery

Expansion of War Risk Insurance in Ukraine

Aon plc (NYSE: AON) and the European Bank for Reconstruction and Development (EBRD) have announced a significant increase in their Ukraine Recovery and Reconstruction Guarantee Facility (URGF), ramping up its capacity from €110 million to €150 million. This expansion aims to bolster the war risk insurance market in Ukraine, which is increasingly vital as the nation faces escalating threats from ongoing Russian military actions.

The URGF has thus far facilitated over €500 million in reinsurance coverage across nearly 10,000 policies, primarily assisting local insurers to provide coverage for war-related risks. This initiative provides crucial support for insurance needs as Ukrainian businesses pursue stability and recovery against a backdrop of war-induced turmoil, which has heavily impacted the safety and functionality of energy, transport, and logistics infrastructures.

Given the recent intensification of Russian assaults on civilian infrastructure, having robust war risk insurance is essential. It helps businesses manage their operational risks effectively, ensuring their continuity amid adversity.

Greg Case, the President and CEO of Aon, emphasized the importance of the insurance facility, stating, “With the war continuing to imperil the Ukrainian economy, war risk insurance is central to sustaining investment and building resilience in Ukraine.” Through its collaboration with EBRD, Aon is not just aiming to expand market coverage but is also preparing the country for recovery and reconstruction efforts needed post-conflict.

New Participants in the Facility

Joining previously involved companies such as INGO, Colonnade, and UNIQA, Ukrainian insurance firms UNIVERSALNA, backed by Fairfax Financial Group, and USG, aligned with Vienna Insurance Group, are part of the expanded scheme. Their inclusion signifies a collaborative effort to deepen insurance offerings and enhance business protection against rising war risks.

Additionally, the scope of the URGF has been broadened to include coverage for transport and storage of gas-related assets. Coverage now includes not only inland cargo and motor vehicle damage but also the protection of inventory goods in temporary storage, showcasing the facility's adaptability to evolving needs.

The URGF benefits from backing by several nations, including France, the United Kingdom, Norway, and Taiwan, alongside donor support from the European Union under its Ukraine Investment Framework (UIF).

Insight from EBRD Leadership

Odile Renaud-Basso, President of EBRD, underlined the critical nature of the URGF, stating that it serves as a vital tool to help Ukrainian businesses navigate operational challenges amid war conditions. She expressed satisfaction in working with partners to extend support to a broader spectrum of companies during these trying times.

Future Outlook and Economic Resilience

As the war drags on, the demand for war-risk insurance remains high. Martin Burke, Chief Underwriting Officer at MS Amlin, pointed out that Ukrainian enterprises are continuing to engage in trade and investment despite the ongoing conflict, indicative of the resilient spirit of the local businesses. The recent enhancements to the insurance facility will enable them to find appropriate coverage more readily, vital for sustaining long-term economic resilience and eventual recovery.

Both UNIVERSALNA and USG CEOs expressed gratitude for the support and optimism about the future. As we navigate these challenging circumstances, the evolution of insurance capabilities and broader economic support mechanisms play a pivotal role in shaping Ukraine’s recovery journey.

In conclusion, the expansion of the URGF not only solidifies a crucial safety net for businesses operating under perilous conditions but also shows a path forward towards rebuilding efforts as the country seeks to recover from this unprecedented crisis. With more financial backing and innovative approaches to risk management, the insurance sector can play a transformative role in supporting Ukraine's transition to stability and growth.
