Zenko Research Institute Enhances Care Services in Itabashi Ward



In November 2025, Zenko Research Institute (Zenko Lab), located in Minami-Aoyama, Tokyo, announced that it has been selected for the "ICT Integration and Digital Transformation Support Project" promoted by Itabashi Ward, Tokyo. This project aims to implement and promote the utilization of a care plan data linkage system in local care facilities to alleviate their administrative burdens, thereby enhancing productivity and improving labor conditions in the nursing industry.

Overview of the Care Plan Data Linkage System


The initiative is operated by the Japan National Health Insurance Central Association and focuses on facilitating the introduction of the care plan data linkage system in care facilities across Itabashi Ward. The purpose is to not only improve operational efficiency in care services but also to help secure and retain skilled professionals in a sector facing a significant workforce challenge. Leveraging its extensive experience in supporting digital transformation (DX) for care services nationwide, Zenko Lab aims to fully aid this implementation in Itabashi Ward.

Project Details


The project encompasses multiple components designed to effectively support local care providers:

  • - Individual Consultation Support: With plans for 70 in-person consults and 140 remote sessions.
  • - Workshops and Training Sessions: This includes a general information session expected to convene around 200 care service providers, alongside three regional-specific workshops aimed at 30 to 50 participants each.
  • - Gathering Insights: Conducting interviews and time-studies to gain insights into current practices.
  • - Creation of Reports: Developing operational reports and case studies showcasing best practices.
  • - Support Resources: Establishing a dedicated support website and support desk to assist local facilities.

2025 Support Structure and National Outreach


Zenko Lab is prioritizing the development of DX talent within the caregiving field, along with providing digitalization support closely aligned with regional needs and governmental objectives. The 2025 support framework has been further strengthened, with plans already outlined to assist over 1,000 facilities across 32 regions nationwide. This flexible and responsive support is tailored to fit the realities of care providers, ensuring pertinent assistance is continuously available.
