Tokyo's Strategic Initiatives Against Energy Crisis and Extreme Heat Impact

Tokyo's Comprehensive Energy and Heat Countermeasures

On March 23, 2023, Tokyo assembled the Energy Measures Headquarters at the Tokyo Metropolitan Government HQ, attended by key officials including Governor Yuriko Koike and 36 other leaders. This meeting was convened in response to the escalating energy prices due to tensions in the Middle East and the challenging electricity supply outlook for the upcoming summer.

As climate change intensifies, the city faces a growing risk of extreme heat, posing a direct threat to public safety. Against this backdrop, effective energy and heat management strategies have become urgent priorities for the well-being of Tokyo's residents.

The meeting focused on the implementation of the HTT initiative, which stands for “H” for reducing consumption, “T” for energy production, and “T” for energy storage. The headquarters reaffirmed its commitment to promoting measures that protect the health and lives of citizens while ensuring a stable energy supply, regardless of external circumstances.

In an effort to mitigate risks, the city aims to extend the use of solar power and battery storage systems, alongside promoting energy conservation. A special emphasis is placed on spreading the concept of “smart energy usage”, which seeks to balance the necessary use of air conditioning while encouraging voluntary energy savings.

Furthermore, specific support policies have been initiated for those most vulnerable to heat-related illnesses, such as the elderly and low-income families. These measures include assistance for air conditioning installation and temporary waivers for basic water utility fees during the summer months, all designed to alleviate burdens and ensure the safety of residents.

During the discussions, Governor Koike emphasized the importance of collaborative and proactive measures across all departments. She stated, “Addressing HTT and heat countermeasures is the top mission for the Tokyo Metropolitan Government. We must not only create relevant systems but also ensure these efforts reach those in need and translate into actionable steps. It’s crucial that we share the sense of urgency with residents and inspire actual behavioral change.” Governor Koike also called for understanding and cooperation from the public regarding smart energy savings and usage practices.

Tokyo is committed to securing a stable energy supply while simultaneously tackling extreme heat challenges. The city aims to partner with residents and businesses alike to foster a Tokyo that is resilient in times of crisis.

Conclusion

The Energy Measures Headquarters' meeting marks a pivotal step in Tokyo's broader commitment to the 2050 Tokyo Strategy, which seeks to achieve zero emissions and ensure a sustainable future for all its citizens.
