Enhancing Local Governance through Digital Transformation



Recently, Persol Works Switch Consulting, headquartered in Chiyoda, Tokyo, has entered into a contract with Nagasaki Prefecture for their "Digital Talent Joint Utilization Project for Prefectural Municipalities" for the 2023 fiscal year. Background of the Project



The Japanese government has initiated the "Municipality DX Promotion Plan" and the "Comprehensive Manual for Municipality DX," which outlines a clear path for standardizing and integrating municipal information systems, digitizing administrative procedures, and systematically cultivating human resources according to job positions and affiliations. In response, Nagasaki Prefecture has developed the "Nagasaki Society 5.0 Promotion Plan," accelerating efforts toward achieving smart administration in collaboration with municipalities across the region.

The "Digital Talent Joint Utilization Project" serves as a supportive framework that aids municipal employees in identifying challenges and formulating policies aimed at enhancing municipal services.

Support Contributions



During this project, several key support activities are planned, such as:

1. Identification of Challenges and Development of Support Plans
Through local hearings, the project aims to visualize existing challenges and develop targeted plans. Customized tasks and roadmaps will be created to match the current status of each municipality, providing a practical basis for implementation.

2. Expert Support Teams
By dispatching specialized personnel to the municipalities, the initiative fosters on-site problem-solving and operational improvements. The support also encompasses activities boosting data utilization and revising service desks to enhance the DX environment.

  • - Streamlining service desks through Business Process Re-engineering (BPR) and promoting DX initiatives at these desks.
