Bipartisan Support Grows for Federal Regulation on Artificial Intelligence in U.S.
Bipartisan Support for Regulating AI
As artificial intelligence (AI) continues to entwine itself in various facets of our economy and daily life, a new insight emerges from recent surveys conducted across the United States. The Program for Public Consultation at the University of Maryland has unveiled a powerful trend: substantial bipartisan support for regulating AI, as evidenced among voters in 11 competitive states and 28 congressional districts.
Survey Findings
The overarching message from these surveys reflects a remarkable consensus among Democrats and Republicans regarding federal interventions designed to oversee AI technologies. Notably, significant majorities in both political parties endorse initiatives such as establishing a dedicated federal agency to monitor and manage AI applications and ensuring these systems adhere to rigorous guidelines, particularly when used for critical decision-making purposes like health care, hiring, and loan approvals.
Creation of an AI Regulatory Agency
One key proposal resonates strongly: the establishment of a new federal agency tasked with overseeing the deployment and development of AI systems. Respondents revealed overwhelming support, with favorable responses from 76% to 89% of Democrats and 66% to 85% of Republicans across various battleground regions. The prevailing sentiment is clear: a proactive governmental role is essential to guarantee the ethical and responsible deployment of AI technologies.
Regulating Critical Decision-Making AI
The concerns regarding AI’s potential biases and impacts have driven bipartisan agreement around another significant proposal. A majority of surveyed individuals support regulations that mandate AI systems making consequential decisions to meet established government standards. This includes implementing testing protocols to ensure AI systems uphold data privacy and fairness. Notably, around 71% to 88% of Democrats and 69% to 91% of Republicans backed the idea of governmental testing for AI in critical roles.
Deepfake Regulations
In addition to performance oversight, there’s an urgent call for addressing the emergence of deepfake technology. A proposal requiring that all publicly distributed deepfakes be labeled clearly has gained substantial bipartisan backing, garnering support from upwards of 84% of Democrats and 80% of Republicans. There’s also broad consensus that political campaigns should be prohibited from utilizing deepfakes in advertisements, a measure favored by around 71% to 93% of Democrats and 76% to 90% of Republicans.
Global Cooperation on AI Regulations
On the international front, the push for collaborative treaties to govern AI usage is also gaining traction. A significant majority of participants concur that the U.S. should engage with other nations to draft treaties regulating large-scale AI applications and prohibiting autonomous weapons capable of operating without direct human oversight. These proposals see support ranging from 62% to 90% among Democratic respondents and 59% to 87% among Republican respondents.
Implications
The implications of these survey results hold substantial weight for the political landscape of the United States as we approach midterm elections. They highlight a clear avenue for cooperation across party lines in a realm that many consider pivotal to both societal progress and security. Steven Kull, Director of the Program for Public Consultation, emphasizes that this common ground on AI regulation is vital, particularly in a climate where political division often seems insurmountable.
As public awareness and concern over AI burgeon, the movement for regulatory frameworks could shape policy dialogues moving forward. This might open the door for collaborative legislative efforts that transcend typical partisan divides, appealing to a unified vision of responsible AI governance.
Future Surveys
This release represents the first in a series of surveys under the ongoing Common Ground in the Battlegrounds project. It aims to reveal areas of agreement across a range of policy topics leading up to the elections. Following surveys will cover various critical issues, as the project seeks to educate the public and policymakers on pressing bipartisan concerns regarding technology and governance.
Through these efforts, the Program for Public Consultation continues to shed light on citizens’ perspectives, reminding us that amidst the complexity of modern governance, there exists a foundation of agreement that can foster productive dialogue and effective policymaking in the realm of artificial intelligence.
