New Task Force Established to Promote Energy-Saving Renovations
In a significant development within the building and construction sector, a new task force aimed at enhancing energy-saving renovations and improving insulation in existing homes has been established. This initiative, which is spearheaded by Sumitomo Realty & Development Co., Ltd., also includes key industry players such as Sankyo Tateyama Co., Ltd., the JBN (Japan Builders Network), the Green Upgrade Promotion Council, LIXIL Corporation, and YKK AP Inc. The formation of this task force marks a collaborative effort to tackle urgent environmental challenges and promote sustainability in housing.
The Mission of the Task Force
The primary goal of this newly formed team, known as the Energy-Saving Renovations Promotion Task Force, is to support the expansion of insulation and energy-saving renovations in existing homes. This initiative aligns with the Ministry of the Environment’s “Deco-Katsu” movement, which advocates for a decarbonized society and aims to create a richer and more sustainable way of life for the population. The task force recognizes that in order to achieve carbon neutrality by 2050 and meet the 2030 reduction targets, addressing CO2 emissions in the household sector is paramount.
Currently, about 82% of homes in Japan do not meet existing energy-saving standards, with around 24% classified as uninsulated. This situation presents a crucial challenge as new housing construction alone cannot replace these inefficient homes at a sufficient rate. Thus, retrofitting existing homes with energy-efficient upgrades is essential for the country to reach its environmental objectives.
Addressing Challenges in Energy-Saving Renovations
The task force also aims to address several obstacles associated with retrofitting existing homes. Unlike new builds, existing renovations face complexities such as the lack of mandatory measures, insufficient incentives related to decarbonization, and the financial burden associated with renovation costs. Moreover, the value of energy-saving renovations is frequently undervalued in the real estate market, making it difficult to encourage consumers.
Recognizing the need for a unified approach, developers, renovation companies, window manufacturers, and industry organizations have allied to form this task force. This integration of various stakeholders is essential for the collective problem-solving needed in the housing sector.
Upcoming Initiatives and Activities
At the inaugural meeting held on July 30, representatives from participating companies discussed the mission and future activities of the task force. Tokiyuki Okada, Executive Officer of Sumitomo Realty, emphasized the commitment to improving awareness and establishing energy-efficient renovations as a community standard to contribute to a sustainable society.
The task force will launch three dedicated committees aimed at enhancing its objectives:

Awareness Expansion Committee: Focused on educating consumers about the benefits of energy-saving renovations through various PR activities.

Sales Enhancement Committee: Designed to elevate the knowledge and effectiveness of sales personnel involved in energy-saving products.
3.
Technical Empowerment Committee: Aimed at raising the skill level of construction professionals who perform renovations on existing homes.
In its inaugural year, the task force plans to conduct awareness campaigns and events in collaboration with government bodies and local municipalities to promote the benefits of energy-efficient renovations. Their slogan, “Family happiness begins with insulation,” succinctly captures the essence of their mission.
The Bigger Picture: Deco-Katsu Movement
The establishment of the Energy-Saving Renovations Promotion Task Force is part of the broader “Deco-Katsu” initiative led by the Ministry of the Environment. This national movement aims to facilitate a shift towards expansive reductions of CO2 emissions associated with everyday living. A roadmap outlining the specific steps towards achieving these goals is set to be published in February 2024, providing consumers with actionable insights to reduce their carbon footprint.
