On August 21, 2025, Japan Airlines (JAL) announced its application for the adjustment of the fuel surcharge (commonly referred to as the fuel special charge) beginning October 2025. This adjustment is part of the airline's ongoing efforts to adapt to changes in international fuel market prices.

Understanding the Fuel Surcharge


JAL reviews its fuel surcharge every two months, basing adjustments on the average fuel market prices from the previous two months. For instance, the average price of Singapore kerosene between June and July 2025 was recorded at $85.96 per barrel. Multiplying this by the average exchange rate of 145.63 yen per dollar during this period results in a conversion value of 12,518 yen for that timeframe. Consequently, the fuel surcharge applied to tickets issued for the period from October 1 to November 30, 2025, will adhere to the established rate for Zone G, which is centered around 12,000 yen.

Details of the Fuel Surcharge


  • - Applicable Period: Tickets issued between October 1 (Wednesday) and November 30 (Sunday) 2025.
  • - Fare Basis: Prices will reflect the amounts per one-way trip for adults and children alike, with the exception of infants under two years who do not occupy a seat.

Conditions for Adjustment

1. Fixed Rates: For tickets issued during the specified period, no changes to the above amounts will be made regardless of future fluctuations in aviation fuel prices. However, changes may occur depending on government approvals regarding pricing, timing, and applicable periods.
2. Future Adjustments: The fuel surcharge applicable to tickets issued post-December 2025 will be announced in October 2025.
3. Pricing Threshold: Should the average market rate for the previous two months fall below 6,000 yen per barrel, the surcharge will not be implemented.

Application Conditions


1. Both adults and children will be subject to the same surcharge. Additionally, travelers using JAL's mileage bank for international award tickets will incur the same costs. Infants traveling without a seat are exempt from this charge.
2. For refunds requested after ticket purchase, cancellation fees will not apply to the fuel surcharge.
