This striking statistic, highlighted in a recent report by GSMA Intelligence in collaboration with Huawei, indicates that a severe lack of digital literacy skills hampers connectivity and engagement in the digital landscape.
The report, titled "Bridging the Divide: Enhancing Digital Literacy in the AI Era," unveiled during UNESCO's Digital Learning Week, points to a digital divide impacting approximately 3.1 billion individuals around the world. In a landscape dominated by rapid technological advancements, this gap is often exacerbated by insufficient digital skills, a lack of user trust, and inadequate AI literacy.
The Financial Implications of Digital Literacy
Existing projections suggest that addressing this capability gap could contribute as much as $3.5 trillion to the global GDP by the year 2030. Most of these potential gains are expected to benefit low- and middle-income countries (LMICs), indicating that bridging the digital divide could serve as an economic springboard for underserved communities. Currently, physical mobile broadband covers 96% of the population globally, demonstrating that availability is not the only obstacle standing in the way of full digital inclusion.
AI technologies are crucial in navigating this landscape, serving as both a bridge and a barrier. Tools such as AI-driven voice assistants and multimedia applications offer an avenue for low-literacy users to engage without needing comprehensive text input. However, this increased accessibility comes with increased security risks, highlighting the need for users to understand data privacy and recognize potential threats such as fraud and deepfakes. The report cites World Bank data indicating that proficiency in GenAI literacy represents a high-value skill set, with wage premiums that can surge up to 36%, far surpassing earnings from both traditional and digital AI skills. As such, it is crucial to implement targeted interventions to offer basic digital training, as unaddressed issues in these areas could deepen existing inequalities, even in regions boasting full network coverage.
Bridging the Gap with Community-Based Solutions
To combat digital exclusion, initiatives often focus on those most vulnerable, such as individuals in rural or remote areas, educators and children in underserved schools, older populations, and women. The report underscores the importance of community-centric delivery models, highlighting Huawei's "Skills on Wheels" initiative. This innovative program utilizes solar-powered DigiTruck mobile classrooms to bring essential hardware, rural connectivity, and practical training—including AI literacy—to off-grid areas. Since its inception in 2019, this initiative has reached over 130,000 individuals across 21 different countries. Moreover, it promotes knowledge sharing, as many beneficiaries further disseminate their newly acquired skills within their communities. A report from Kenya's Ministry of Information demonstrates the efficacy of this model, showing that 79% of DigiTruck trainees passed their new skills on to family and peers.
Policy Recommendations for Sustainable Impact
The report calls for a collaborative effort among policymakers, telecommunications operators, and technology vendors to tackle the digital literacy challenge. It suggests four key areas of focus:
1. Establish practical AI awareness, online safety, and information verification as essential national qualifications.
2. Implement multilingual voice and conversational interfaces in public services to lower technical barriers for users.
3. Expand mobile learning units via partnerships that blend telecommunications connectivity, vendor technology, and local NGO support.
4. Shift performance evaluation from mere trainee numbers to tangible outcomes such as task completion and resilience against fraud.
"Digital literacy cannot be confined to static thresholds," stresses Tim Hatt, GSMA Intelligence's head of research and consultancy.
